PROJECTS: Saudi's SWPC invites expressions of interest for three independent sewage treatment plants

Saudi Water Partnership Company (SWPC), the principal offtaker for water and wastewater projects in Saudi Arabia, has invited Expressions of Interest (EOI) for three new Independent Sewage Treatment Plants (ISTP) projects located in Riyadh and Asir provinces.

 

Riyadh East and Al Haer ISTPs, both located in the city of Riyadh in Riyadh Province, will have total ultimate treatment capacities 100,000 cubic metres per day (m3/day) and 200,000 m3/day respectively, according to SWPC's press statements issued on 7th November.

 

Khamis Mushait ISTP, located in the city of Khamis Mushait in Asir Province, will have a total ultimate treatment capacity of 50,000 m3/day.

 

"SWPC will conduct a competitive process to select a developer or developer consortium for the development, financing, engineering, procurement, construction, implementation, ownership, operation, maintenance and transfer of the Project, together with associated infrastructure and facilities," the statements said.

 

The project companies to be incorporated to develop each project will sign a 25-year Sewage Treatment Agreement (STA) with SWPC, the statements said.

 

SWPC also said that it is considering the option to bundle the Riyadh East ISTP and the Khamis Mushait ISTP projects.

 

"In such case, the bidders will be required to bid for the Bundled ISTPs together under one RFP. The successful bidder will be awarded the Bundled ISTPs but each Project shall be implemented by a separate project company, which will be incorporated by the successful bidder following award of the Bundled ISTPs," the statement said.

 

The deadline for the submission of EOIs for all three projects is 5 December 2021.

 

SWPC is being advised by KPMG Professional Services as Financial and Lead Advisor; White & Case LLP as Legal Advisor; and Future Water and Power Consulting as Technical Advisor.

 

According to SWPC's 7-year statement 2020-2026, Khamis Mushait 2 was scheduled to come online with 25,000 m3/day capacity in 2023, expandable if required to 50,000 m/day in 2027. Riyadh East was planned to be operationalised with an initial capacity of 50,000 m3/day in 2023, expanding to 100,000 m3/day in 2028 while Al Haer ISTP would have an initial capacity of 100,000 m3/day in 2023, which would be expanded to 200,000 m3/day by 2026.
