KUWAIT CITY: The Parliamentary Health Affairs Committee on Monday discussed with representatives of the Health Ministry the draft law on social care for the elderly. Committee Rapporteur MP Sadoun Hammad Al-Otaibi said the draft law consists of 24 articles, while affirming that the panel members unanimously approved the bill which was forwarded to the Parliament. Article One of the bill defines the 'elderly' as every Kuwaiti who is 65 years old or above and the 'elderly indigent' is an elderly unable to secure for himself, wholly or partly, what an average person secures as part of the natural necessities of life due to mental and physical inadequacies.

On the other hand, Foreign Affairs Committee Rapporteur MP Mohammed Tana has confirmed the panel's approval of the draft law on the agreement between the governments of Kuwait and Mexico regarding the promotion and reciprocal protection of investments. He said the draft law is in line with Article 70 of the Constitution and Article 116 of the Parliamentary bylaw. He disclosed HH the Prime Minister Sheikh Jaber Al- Mubarak Al-Hamad Al-Sabah sent a letter to National Assembly Speaker Marzouq Al- Ghanim regarding the agreement on the promotion and exchange of investments, as well as protection of the rights of investors in the two countries particularly during wars.

He reiterated the purpose of the agreement is to protect investments, promote economic relations between the two countries, protect the rights and interests of investors in conflict situations, compensation, nationalization, and to allow the transfer of profi ts to investors countries or any other country. He added the term of the agreement is 10 years and it is automatically renewed for another term while each party has the right to request for nonrenewal.

Meanwhile, the Public Utilities Committee has rejected a draft law on the Kuwait Municipality, which was presented by State Minister for Municipality Affairs Issa Al-Kandari, because it was submitted directly to the committee, not the Speaker. The Committee also discussed the proposed amendment of the Environment Protection Law with the chairperson of the Environment Public Authority (EPA) and his deputies. Committee Rapporteur MP Saud Al- Hariji revealed they rejected the proposal of MP Askar Al-Anazi since it is just a repetition of an existing provision, whereas that of MP Adel Al-Kharafi is about banning smoking in closed public places and advertising of tobacco, cigarettes and other similar products. He went on to say the panel also tackled some proposals on naming certain streets and changing the names of other streets, indicating they decided to disregard the latter due to its irrelevance.
