Roads & Transport Authority - Mohammed Al Munji: H.E. Mattar Al Tayer, Chairman of the Board and Executive Director of Roads & Transport Authority (RTA), held a coordinative meeting with H.E. Dr. Ahmed Saeed bin Hezeem, Director General of Dubai Courts, during which they explored possible areas of cooperation between the two parties. They also discussed how to boost their existing strategic partnership in an effective and institutional manner to ensure continual upgrading of such ties in a way that adds to the benefit of all community segments, and the comprehensive development drive of the Emirate.

The meeting was also attended from the RTA by the CEO of Strategy & Corporate Governance Abdul Mohsin Ibrahim, and the Director of Development & Corporate Performance Ahmed Al Hamadi in addition to several directors. Also in attendance from Dubai Courts was the Director of Strategy & Corporate Performance Dep't Yousef Al Suwaidi, the Director of Execution Dep't Mohammed Salmeen, the Director Personal Cases Dep't Mohammed Abdul Rahman Mohammed, and the Director of IT Dep't Abdul Raheem Al Mudharrab.

Al Tayer stated that inter-Dubai Departments cooperation is an integral part of the government business strategy towards realizing its vision and future aspirations. "At the time of drawing up RTA Organizational Chart due consideration was given to benefiting from the expertise of countries which made advanced progresses in the field of transport, namely Germany and Singapore, with the aim of fulfilling a host of administrative principles such as delegating decision-taking levels, easy performance measurement, and integration between the functional units" said Al Tayer.

He pointed out that RTA has set among its strategic goals to be the first career option for qualified human resources through enhancing its competitive ability in attracting highly qualified professionals, building a comprehensive system for employee motivation & retention, developing employee scientific and practical skills, and holding training programs to upgrade employee performance.

Al Tayer cited an example of Qiyadi Program, launched by the RTA in cooperation with Mohammed Bin Rashid Center for Leadership Development, where 40 Emirati directors and manager at various RTA agencies & sectors take part with a view to introducing a systematic knowledge transition in the strategic thinking of RTA leadership, and uplifting the capabilities & skills of RTA leaders to groom them for shouldering the tasks & responsibilities of senior positions.

For his part Dr. Ahmed Saeed bin Hezeem, Director General of Dubai Courts, hailed the immense achievements made by the RTA in a record time as evident from several road & bridge projects, completion of the initial phase of Dubai Metro Project, and revamping mass transportation in the emirate. "Dubai Courts is keen on establishing some sort of institutional partnership with the RTA so that the two parties can share and apply their expertise in upgrading their business models and achieve positive results" he added.

Dubai Courts delegation reviewed RTA expertise in the field of corporate performance planning; where RTA is considered among the elite institutions implementing performance measurement systems as of 2006. The delegation also reviewed the processes of preparing various methodologies, policies, procedures & performance indicators as well as the technological corporate performance measurement system (Enterprise Architect). It also checked the mechanism of applying and consolidating performance indicators in a single system, acquaintance with the smooth functioning of the program, extent of employees acceptance of the program, and the value added from the application of the program to RTA performance enhancement.
