Announcement of the names of the second and third categories' finalists qualified for the final phase

Abu Dhabi, November 04, 2015

The General Secretariat of the Executive Council has announced the completion of the assessment process of the participants in the first category of the Abu Dhabi Award for Excellence in Government Performance, which includes the main and excellence engines awards. Thereby, all field visits have been carried out and assessment processes completed in preparation for the announcement and honoring of winners during the closing ceremony on November 17, 2015.

In this respect, the assessment phase of the first category's participants included 306 participation documents, representing 100% of applications submitted by the 51 entities participating in the fourth session of the first category awards. Hence, participants have been subject to assessment phases that were approved by the Office of Abu Dhabi Excellence Program (ADEP). These phases include office assessments and field visits. Also, assessment results are submitted to the jury in accordance with the Award's criteria and conditions.

"Since the launch of the fourth session of the Award by the end of last year, we have sensed the desire of the participating entities to move towards the development of their performance as well as improvement of their institutional work system and compete with other entities so as to achieve excellence", said Dr. Yasir Ahmed Alnaqbi, Director of the Office of Abu Dhabi Excellence Program (ADEP) of the General Secretariat of the Executive Council.  

"The development of the government excellence process witnessed throughout the Award's four sessions and the entities' interest in developing their performance reflect the Abu Dhabi government's aspirations to entrench a culture of excellence so as to develop institutional performance and continue the process of comprehensive development in Abu Dhabi", he added.  

Alnaqbi also affirmed that a number of factors has contributed to the establishment of the excellence principles and culture among participating entities, namely the ongoing support and monitoring of the Abu Dhabi government's leadership. This is in addition to the knowledge exchange meetings, during which winners and best practitioners outlined the most important factors that have led them to achieve excellence, as well as interior excellence awards launched by the Abu Dhabi government entities and improvement processes that have been carried out by these entities after having received the feedback reports of the previous Award. He also highlighted the importance of the phase following the announcement of the fourth session's winners, during which the entities will submit the relevant reports and start preparing improvement plans in order to ensure ongoing improvement processes develop the work and address relevant issues that have been identified during the assessment phase.

Furthermore, he stated that, starting next year and in order to keep pace with the working mechanism that has been previously developed, government entities will launch their next cycle of their internal awards and the Office of Abu Dhabi Excellence Program (ADEP) will continue to organize knowledge exchange meetings, aiming at identifying and reviewing the government entities' good practices in management and services systems and involve other government entities in such a process. A handbook on good practices will also be launched.    

In the same context, the Office of Abu Dhabi Excellence Program (ADEP) has announced the names of the second and third categories' finalists, qualified for the final phase of the Abu Dhabi Award for Excellence in Government Performance. 50 finalists representing 25 entities have been qualified for the second category's awards (Projects/Teams awards) and another 100 representing 35 entities have been selected for the third category's awards (Chairman of the Executive Council medal/Individuals) out of 621 participation documents that have been submitted for both categories. It is worth mentioning that field visits and assessment processes have been completed by the end of last September.   

Promotional Campaign

As the date of the announcement of the winners of the Abu Dhabi Award for Excellence in Government Performance approaches, the Office of Abu Dhabi Excellence Program (ADEP) launched a promotional, educational campaign on the Award's objectives and role in promoting positive competition and best practices, given the fact that it constitutes one of the mechanisms adopted by the Abu Dhabi government in order to entrench the principles of excellence among individuals and institutions, and identify the finalists and efforts exerted to reach this final phase.    

The campaign contributes to supporting the Abu Dhabi government's efforts exerted so as to promote excellence within its institutions. This campaign includes a set of advertisements to be published in local media and on the government entities' websites and social media channels, as well as through the streets of Abu Dhabi and across various service facilities.

The Main Award and Excellence Engines

51 entities are competing for the "Award for Excellence at the Level of the Abu Dhabi Government", which will be granted to the entity that achieves the highest performance levels in general. In this respect, the present award aims at building a culture of excellence through the application of criteria in accordance with the best practices and understanding of the government entities' excellence requirements to achieve targeted results at all levels and areas.

The entities' main award relied on global concepts and principles of institutional excellence so as to meet the government sector's requirements with a view to sustain improvement within the Abu Dhabi government through the application of international standards and dissemination of a culture of excellence.

Whereas the excellence engines awards include the Award for Excellence in Knowledge Management, which has been launched to highlight the importance of knowledge through the provision, dissemination, employment, investment and optimal use of knowledge management tools, as well as the Award for Excellence in Emiratization Sustainability to emphasize the importance of building and benefiting from the citizens' competencies and capabilities, encourage entities to engage citizens and employees in such a process so as to develop their capacities, and prepare future leaders, which contributes to promoting sustainability in the Emirate of Abu Dhabi. This is in addition to the Award for Financial Excellence, which includes the best practices in financial planning, budget preparation, revenues development, expenditure rationalization and assets management.

Government entities are also competing for another set of excellence engine awards, including the Award for Electronic Excellence as part of the Abu Dhabi government's vision to implement the e-Government Program, enabling effective access to better services, as well as the Award for Excellence in Risk Management and Business Sustainability, which has been launched in order to entrench a culture of risk management and business sustainability through identifying, assessing, managing, controlling and immediately addressing relevant risks.

The Abu Dhabi Award for Excellence in Government Performance and its first category (main award/ sub-awards/excellence engines awards), second category (projects/teams awards), and third category (Chairman of the Executive Council medal) are considered one of the mechanisms that has been adopted by the Abu Dhabi government so as to promote and improve the performance in order to ensure the comprehensive development witnessed in various fields within the Emirate of Abu Dhabi.
