The Ministry of Housing has embarked on an ambitious plan to distribute lands for various purposes, preservation and registration of property in accordance with the system through the Secretariat of the Land Registry.

Town planning and surveying

In 2017, the ministry distributed more than 66,000 plots in the sultanate’s governorates. The largest number of plots distributed was in Dakhliyah governorate with a total of 14,166 plots for various uses. Residential plots achieved the highest number at 52,079 across all governorates.

Land distribution

During the first half of 2018, more than 22,000 plots were handed over for various uses in all governorates of the sultanate.

The maximum number of plots of land was granted to the Dakhliyah governorate. Altogether 19,000 plots were distributed in Dakhliyah governorate which had more than 4,000 residential plots.

The number of commercial plots distributed during the same period in the sultanate’s governorates reached 414 and most of them were in the South Batinah governorate with 169 plots. While commercial cum residential plots reached 891, 493 similar plots were distributed in Dhofar governorate.

Ownership verification and registration

The ministry has established departments of ownership verification and registration in each governorate, which is concerned with studying registered applications with a view to protecting the rights of citizens by legal means and finding solutions to all land claims issues to limit illegal land holdings.

The number of meetings held in the first half of the current year was 500 while the number of applications reviewed was 5,838. The number of registered ownership verification cases was 8,580, 62 per cent of the decisions were taken by department

Land registry

The total legal activities including selling and buying and mortgage during the first half of this year amounted to more than RO1.4mn through the completion of more than 60,000 real estate transactions.

The number of lands registered for the first time in the various governorates of the sultanate during the same period was more than 35,000 plots for various uses of which 29,000 plots were for allocated for residential purposes.

The number of property deeds issued during the same period was 116,000 with Muscat governorate recording the highest number at 25,216.

The number of property deeds issued to the citizens of the GCC countries was 812 during the first half of the current year where the UAE nationals topped the list at 368.

Real estate development

The ministry has approved a series of measures regulating the real estate sector in order to regulate it to meet the growing demands for housing for all segments of society and provide appropriate environment for investments by the private sector. The real estate brokerage system has been activated by granting brokerage offices the powers of improving business activities in order to activate the partnership between the ministry and the private sector to organise the brokerage business legally. Many procedures have been applied in order to build houses as a solution to providing adequate housing for citizens.

Social housing

The Ministry of Housing provides social housing programmes for low-income and social security families. The ministry offers three programmes: free housing units, housing assistance (maintenance of old homes) and housing loans (to build a new home).
