Riyadh, the Ministry of Municipalities and Housing (MOMAH) and the National Center for Privatization & PPP (NCP), have announced the launch of the Expression of Interest (EOI) stage for the Municipal Food Safety Labs Operation Project under a PPP framework (Equip-Operate-Maintain-Transfer) for a contract duration of 5 years, inviting local, regional, and global companies with experience in lab operations to participate and submit their bids.

The project scope includes equipping, operating, and maintaining food safety labs across five municipalities, including Hafr Al Batin, Northern Borders, Tabuk, Qassim, and Al Ahsa.

The project aims to upgrade lab equipment, expand chemical and microbiological testing capacity for food and water products, ensure testing accuracy to support the lab compliance value chain, and facilitate ongoing knowledge transfer and end-of-contract handover to the respective municipalities.

The Municipal Food Safety Labs Operation Project seeks to boost public health and safety standards for the Kingdom’s citizens and residents in line with the objectives of Saudi Vision 2030, besides developing the municipal monitoring ecosystem, optimizing food and water testing, and empowering the private sector to run operations as per global best practices.

Once completed, the project will enhance food safety in the Kingdom, enable sustainable growth across targeted regions by creating unique investment opportunities for the private sector, and improve the efficiency of government spending through the PPP model, playing a key role in elevating the quality of municipal services being offered to citizens and residents.

Local and international investors, financial institutions, and operators are invited to visit the NCP website at www.ncp.gov.sa for more information about the project and to request the EOI document. Interested investors should submit their EOI by 15 April 2026 at 11:59 PM KSA time.
