The Research and Standardization Office of the Dubai Central Laboratory Department has prepared specifications for vapour barrier materials used for protecting thermal insulation materials and products used in buildings.
Eng. Amin Ahmed, Acting Director of Dubai Central Laboratory Department (DCLD) said the Department is keen to make the products, circulated in the domestic market, comply with the local and international approved specifications.
He said the Department works within an integrated system that takes up the global and regional specifications compatible with local climatic conditions.
"We adopt, prepare and develop standards commensurate with those conditions, and go through calibration of test and measurement equipments in order to ensure the accuracy of tests for different products, whether food or environmental or consumer or engineering, and finally issue test reports and certificates of conformity," said Ahmed.
He added that the process of preparing any specification of Dubai Municipality begins with identifying and studying the need for this specification, whether for the purpose of ascertaining the conformity of a product circulated in the market or to the need of any section of DCLD of specifications relating to the functions of its work.
"Then we set up a committee specialized in the field of specifications for the product, for which specifications are to be prepared, and later work on the compilation of information and inquire if there are any international practices or studies conducted on the specification to be prepared. After that we prepare the initial draft and circulate it among the members of the Committee for discussion and extensive study, and after agreement on the initial draft among members, the Committee circulates the final draft of the specification among all parties affected by the application of this specification and other experts and specialists so as to enrich support for the prepared specification and to take the views of all involved, to accomplish the final specification in preparation for its application according to studied plans," said Ahmed.
He noted that all of this is done in coordination with the Emirates Authority for Standardization and Metrology, which is the federal agency enacting such specifications at the national level.
Arif Hussain Al Marzouqi, Head of Research and Standardization Office said that the preparation of this specification in particular was based on the need to complete the requirements of Dubai Municipality on the thermal insulation of buildings, thermal insulation materials and products, and the need to protect them from forceful entry and concentration of water vapour in them, in addition to the negative impact on the performance of thermal insulation system with the passage of time.
He added that the specification covers two main types of materials and products that work to prevent or reduce the force of water vapour on the heat insulation.
"Type-1 relates to the membrane that has a high ability to prevent the force and the second type relates to other materials paints, pastes and coatings that have medium type of ability in the prevention of force," said Ahmed.
"It should be noted that when preparing this specification, it was taken into account the prevailing weather local conditions in the UAE to identify the type and characteristics of tests that should be available in these materials and products to ensure operational durability over the time.
