MUSCAT -- The Oman Council for Medical Specialisations (OCMS), the pioneering medical educational institution, has a four to six-year graduation programme for qualified consultants and specialists who join hospitals or universities.

With the aim of improving the quality of medical care in all parts of the Sultanate, the OCMS is concerned with educating and qualifying Omanis in all medical specialisations and its members comprise a group of specialised medical colleges.

Dr Abdullah bin Mohammed Al Fatisi, CEO, OCMS, shedding light on the admission and registration to the specialised training programmes of the council for the academic year 2007, said that the council was established after a need was felt for an independent organisation to qualify Omani cadre in the higher medical specialisations.

The Ministry of Health and Sultan Qaboos University (SQU) had agreed upon the necessity for inception of the council due to the developments in the field of medical specialisations and also for social and developmental purposes in addition to the need for a sustainable health development. Speaking about the Royal Decree No 31/2006, establishing the council and its regulation, he said that the decree came to ensure the need for higher medical knowledge through scientific and academic and clinical programmes.

The objectives of the council include preparation and qualifying of and developing of occupational performance in the medical field; to contribute in maintaining the goals of human development; enhancement of the relation between the local medical bodies and the regional and international bodies; and attaining international recognition for the council's training programmes.

The OCMS supervises specialised occupational health programmes and overlooks the setting up of continued educational health programmes within the framework of the general policy of education.

The council also formulates scientific and health committees and establishes the sub-committees to carry out the tasks of the council and supervises specialised examinations and endorsement of their results. Diplomas, fellowships and memberships for exams conducted directly by the council or in cooperation with it are also awarded by OCMS. Other functions include coordination with other health and occupational colleges, universities and councils within and outside the Sultanate; encouragement of research and studies in medical specialisations; participation in proposals of the general plans for development of manpower in the health field; holding of health seminars and conferences and follow-up of their recommendations; improvement of the level of supervising on training; organising of specialised and general medical training etc. The council has 16 scientific committees divided as per the medical specialisations.

The council trains Omani doctors as per its specialised training programmes and provides them with 'Oman Medical Board Certificate' equivalent to a PhD. To qualify for admission to the council, the applicant must be a holder of a BSc in medicine and surgery or an equivalent certificate from a university recognised by the council.
