KUWAIT: The Ministry of Awqaf and Islamic Affairs (MAIA) looks to improve their rehabilitative efforts for inmates by proposing that those who fully memorize the Holy Quran be covered by the annual Amiri amnesty, reported Al-Qabas.

The state adopts a religious preaching program as part of their rehabilitation policy for inmates through which they undergo lectures and study the Quran with the goal of having their behavior disciplined. According to a recent news report, the MAIA's Islamic studies department is expected to send a letter to the Ministry of Justice to request that Quran memorizers be added in the Amir's amnesty in hopes to encourage inmates to enroll in memorization classes.

An official source from the MAIA's department indicates that the number of inmates participating in those classes dropped to 137 last year after reaching more than 200 in previous years. Fully memorizing the Holy Quran is considered a distinguished feat in Islam and earns achievers a respectable status in society.

During a meeting with representatives from the Ministries of Interior and Awqaf, representatives from the Ministry of Justice explained that there are no regulations by which inmates are entitled to amnesty should they memorize the Holy Quran. On that regard, the source indicated that coordinating with the Deputy Prime Minister for Legal Affairs, State Minister of Justice and State Minister of Awqaf and Islamic Affairs, Chancellor Rashid Al-Hammad, is expected to be made in order to come up with a formula
by which memorizers be eligible for amnesty in the future.
