10610 EOS files completed within 14 working days in 2016

Mr. Khalifa Al Falasi, Director of Operations Center of the General Pension and Social Security Authority in Dubai stressed that  both public and private employers are responsible for providing the GPSSA with the end of service files within one month from the end of service of their insured employees . This responsibility has been established by Article 12 of the Federal Law No. 7 of 1999 on pensions and social security and its amendments. According to this article, employers should provide the GPSSA with the end of service files of the insured workers no later than one month of their terminations for the purpose of settlement of their accounts with the GPSSA.

 Mr. Al Falasi explained that the GPSSA sought to facilitate this procedure for employers by creating an online end of service application in 2016. This application was designed to enable the employers to upload and send all the files of the insured employees to the GPSSA directly via the application, he said. Then, the GPSSA will process the transaction within 14 working days if all documents and papers needed for processing are submitted. Thus, the insured employee will be able to obtain his/her entitlements directly in the following month (for pensions) or on the weekly disbursement time (for EOS gratuity). 

 Once the file has been sent, the GPSSA starts to check it in 2-5 working days to make sure that all requirements are completed including all documentation. Once the check is complete, the GPSSA will give the employer a notice showing that the file has been accepted and will be completed during the remaining period. However, if the documentation is incomplete, the GPSSA will reject the file and instruct the employer to complete the required documentation.  

The online processing of a transaction does not only ensure quick completion but also better awareness among the insured employees of their rights, said Mr. Al Falasi. The insured employee must sign the end of service form and acknowledge that he/she was informed of all the rights and obligations arising from the end of service application.  Once the file is sent to the GPSSA, the insured employee will be notified via SMS of the process to be fully aware of what's next regarding his/her transaction, he said.

However, the GPSSA receives some complaints on delayed EOS transaction completion, said Mr. Al Falasi. According to the GPSSA report on the EOS transactions in 2016, the GPSSA responded to the files sent by employers according to their respective conditions, he said. 4528 applications with complete documentation were accepted and 2854 applications were held for not insufficient documentation, 3105 were rejected for inadequate documentation. 112 applications were cancelled by employers. GPSSA has processed all the transactions after receiving the complete documentations by the employers.

According to the GPSSA experience in dealing with the delays in sending the end of service files, certain employers do not keep files for the insured employees since the first day of work, he said. Some of these files also can be lost because they have not been properly archived and stored. Other reasons include financial disputes between the employer and the insured employee. These are not covered in the mandate of the GPSSA, he said. The GPSSA starts to deal with the EOS files upon receipt of the EOS file online along with the adequate documentation and information that enables the GPSSA to settle the entitlements of the insured employee, he said. The Authority always seeks to follow its operational procedures according to the regulatory law, he added.

In 2016, the GPSSA received 10610 EOS applications. The EOS gratuity was disbursed to 2948 employees who worked in federal government, 3027 employees who worked in local government entities and 4641 employees who worked in the private sector. The EOS reasons were varied including death, disability, company dissolution or bankruptcy, age of pension, absence from work, resignation, disciplinary actions and others.
