Kerala may soon get a smart police station modelled after those in Dubai, Pinarayi Vijayan, chief minister (CM) of the south Indian state said in Dubai on Saturday. Impressed and inspired by the facilities at the smart police station in Jumeirah - which offers all basic Dubai Police services without any human assistance - the CM has announced plans for a similar station in Kerala.

Speaking at the closing session of the Loka Kerala Sabha (LKS), Vijayan said: "Having completed discussions and studies about the Dubai Police best practices and after speaking with the Kerala IT secretary, we are considering a smart police kiosk in Kerala.

"Everything will be computerised, there will be no policemen or papers in the station. The facility will offer the option to file complaints online," he added.

Vijayan said the Dubai Police have agreed to add Malayalam as the first Indian language at the smart police station kiosks in Dubai.

Standing committee recommendations

At the closing session of the LKS, heads of the seven standing committee departments announced their recommendations.

Azad Moopen, head of the rehabilitation and post-return income generation programmes at the LKS and chairman and managing director of Aster DM Healthcare, said: "We have extended a proposal to the government to launch an insurance programme for Gulf-returnees. The insurance should provide medical coverage worth Rs500,000 ... for 10-15 serious illnesses. We have also suggested providing certification to skilled returnees by a skill development agency."

Moopen also expressed desire to have non-resident Indian (NRI) representation in the Kerala Legislative Assembly.

Ravi Pillai, Indian businessman and LKS administration and Kerala development fund creation committee head, proposed the opening of an NRI investment company which provides a guaranteed minimum return of Rs150 million. He also suggested the opportunity of an NRI construction company.

MA Yusuff Ali, head of the non-resident Keralite (NRK) investment and security committee and chairman and managing director of LuLu Group International, put forth suggestions to launch an NRI bank with insurance coverage. "The bank will be launched with the permission of the Reserve Bank of India. Governments and other entities can finance it," he said.

He also recommended the launch of public sector undertakings that are profitable and increase the number of public-private partnership ventures. He also suggested the creation of an NRI housing cooperation for NRKs wishing to build quality homes in Kerala.
