The Trowers & Hamlins Public Sector Commercial Department was formed based on the move by Malcolm Iley, head of Nabarro Nathanson's Public Sector Projects Team, Helen Randall, Partner, and Paul McDermott. Shortly after they joined in late 2004, they were joined by other respected public sector specialists, such as Scott Dorling of Lawrence Graham, who was previously Deputy Borough Solicitor at the London Borough of Camden.

Helen Randall, Partner at Trowers and Hamlins, said: "We are delighted to be adding more skilled specialists to the Department. Their expertise will add to the substantial in-depth resource we have to service this important market, and also to extend our offer to an expanding client list. This follows on from important recent commissions from Leeds City Council, advising on an innovative 15 year investment PPP, Oldham Metropolitan Council with regard to Strategic Service Partnerships, London Borough of Hounslow, Fenland/EEDA/EP as well as private sector commissions. The firm was also recently appointed by ODPM to advise on the National Change Agent programme. The range of Projects are continually calling for innovation and in-depth experience in PPP structures. The firm is also delighted to be appointed to the Partnerships for Schools - Building Schools for the Future approved panel, and to important appointments in the waste and energy sectors."
