Within the national initiative for E-Government, Tritech, a subsidiary of Raya Holding, has recently concluded the first phase of the automation of all work procedures of the Ministry of International Cooperation.. The first phase included the delivery of all hardware equipment, testing as well as starting to implement Oracle's relational database and FileNet's document control applications, which Tritech team has already tailored according the ministry's workflow. Within this phase also Tritech team has finalized the financial systems for the follow up on the funds and loans presented by the ministry.
In addition to the first phase of the project, and in cooperation with the Cabinet's Information and Decision Support Center (IDSC), Tritech's team has also concluded 70% of the training plan, aiming at enabling the ministry's cadres to use the system. The training will be finalized in phase two where all cadres will be trained to use the tailored applications after they are totally installed and implemented.
Describing the commencement of the first steps towards e-government, H.E. Dr. El-Darsh said the project aims at streamlining the ministry's manpower through the use of computers to accomplish various tasks and activities. According to El-Darsh, the ministry's information network is being established thanks to a $1.5 million fund from the African Development Bank The network will also be used to communicate with other parties, whether governmental or civil, firms, private sector investors, donor countries and international organizations.
The project's director, Dr. Al-Mohamady Eid, stressed the importance of follow-up and continuation of technological development. The ministry's employees will be trained to use the latest information technology. Training will be conducted at three levels: the first will involve system operators, the second is that of executive managers of systems, and the third will be for top management and heads of sectors.
Tritech's chairman, Ibrahim Sarhan, stated that automation of operations and tasks of the Ministry of Planning and International Cooperation is a major, integrated and multi-faceted project. It requires high-level expertise in project management and highly specialized technical experience in systems integration. Special applications will be connected on the most advanced systems for electronic archives through a secure WAN/LAN network. This involves the latest technologies for the efficient connection of different departments in more than one building.
Sarhan pointed out that the new information network is also open to expansion and connection to other bodies, whether governmental or not, for the sake of developing performance in accordance with the general trend towards upgrading the utilization of information systems in governmental sectors.
