Abu Dhabi, May 14, 2014: President His Highness Sheikh Khalifa bin Zayed Al Nahyan has given the directive to change the name of the Emirates Government Excellence Award to Mohammed bin Rashid Excellence Award, in appreciation of the contribution of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to excellence and for playing an important role in leading government work.

His Highness Sheikh Mansour bin Zayed, Deputy Prime Minister and Minister of Presidential Affairs, made this announcement while delivering a speech on behalf of His Highness Sheikh Khalifa at a ceremony organized to honor the winners of the third Emirates Excellence Award in Abu Dhabi today, May 14th, at the Emirates Palace Hotel in Abu Dhabi.

Expressing complete trust in His Highness Sheikh Mohammed and his government, His Highness Sheikh Khalifa said, "Our government has managed to become one of the leading governments and our people are one of the happiest in the world. Our leadership has set a trend in best practices with its style of functioning."

His Highness Sheikh Khalifa expressed gratitude and appreciation to His Highness Sheikh Mohammed for his contributions and said, "Sheikh Mohammed represents excellence in our country."

"I congratulate all the winners of the Excellence Award and thank them for all their efforts and services for the well-being of the UAE," His Highness Sheikh Khalifa added.      

Thanking His Highness Sheikh Khalifa for providing exceptional leadership to the country, His Highness Sheikh Mohammed said the country has made great strides in excellence and innovation which have made the nation a model for the world and enabled it to attain top positions globally, such as being ranked first in government efficiency in 2013. His Highness said in this endeavor, young Emiratis driving UAE's efforts to achieve top global position in all sectors.

"Government work in the UAE is driven by the concepts of excellence and innovation which are the outcome of the efforts, loyalty and devotion of the citizens of this country," said His Highness Sheikh Mohammed bin Rashid. "This progressive march was initiated by the founding fathers and supported by my brother Sheikh Khalifa bin Zayed Al Nahyan. The UAE government is working to establish excellence through the continuous support of the UAE citizens in order to attain the UAE Vision 2021," added His Highness Sheikh Mohammed.

His Highness Sheikh Mohammed said, "The UAE citizens are working to improve government action, and therefore the UAE's talents and innovators are key pillars of any development activity taking place in the nation. We will continue to give them full support and encouragement, enabling them to be more creative according to the requirements of the next phase of nation building process." 

His Highness urged government entities to share their experiences with each other and communicate with excellence centers inside and outside the UAE and learn from their innovative practices to improve government performance. 

"Accumulating positive results lead to excellence. This requires combining efforts and working together to achieve a prosperous future for our people and the nation," said His Highness Sheikh Mohammed. "The UAE youth are contributing to the national efforts to attain the top position in all sectors, especially in the government sector, with the aim of simplifying people's lives and providing better services to them," added His Highness.

Pointing out that the Sheikh Khalifa Government Excellence Program has helped enhance the culture of excellence in the federal government, His Highness Sheikh Mohammed said the Emirates Government Excellence Award plays a key role in reinforcing Excellence as a main pillar in government action by enhancing the performance of employees and enabling them to promote the UAE's position in leading government services.   

His Highness Sheikh Mohammed said in order to achieve the UAE's objectives, it is important to maintain communication between all government bodies which will help tap successful experiments in developing the work environment.

Winners honored

His Highness Sheikh Mohammed bin Rashid presented Excellence Awards to 493 participants from 38 federal bodies (15 Ministries, 23 Federal Authorities) who were chosen in a transparent and neutral process.

In the Distinguished Federal Entity category, His Highness Sheikh Mohammed honored Ministry of Interior as the winner among ministries with more than 900 employees, and Ministry of Finance as the winner among ministries with less than 900 employees. Among federal authorities with more than 900 employees, Emirates Identity Authority won the award, and UAE General Civil Aviation Authority was honored for excellence among federal authorities with less than 900 employees.

Sharjah Security District, part of the Ministry of Interior, received an award for Distinguished Government Region or Government Office while Directorate General of Ajman Police, part of the Ministry of Interior, and the Roads Directorate, part of the Ministry of Public Works, won the award for Distinguished Federal Department.

The Ministry of Foreign Affairs and the Federal Authority for Government Human Resources were honored under category of entities that have shown progress compared to previous editions of the award.

Subcategories awards

In the Subcategories categories, Ministry of Interior and Ministry of Finance were awarded under the Distinguished Federal Entity in Institutional Leadership, while Emirates Identity Authority and Ministry of Interior were recognized as Distinguished Federal Entity in Human Resources, Ministry of Public Works as Distinguished Federal Entity in Strategic Planning, and Emirates Identity Authority as Distinguished Federal Entity in Service Provision.

Best Practices

Ministry of Interior has won all the awards in the Best Practices category, including Distinguished Federal Entity in Performance Management, Distinguished Federal Entity in Innovation, Distinguished Federal Entity in Electronic Applications and Green Application.

Distinguished Federal Entity in Government Communication has been taken by two entities: Ministry of Interior and Ministry of Culture, Youth and Community Development, while Emirates Identity Authority was honored as the Distinguished Federal Entity in Knowledge Management.

Teamwork categories

The awards ceremony also honored excellence in teamwork. Ministry of Interior won two awards: Distinguished Team in Services Development and Improving Internal Performance. Emirates Transport Corporation and Emirates Identity Authority won the award for Distinguished Technical Team, and Ministry of Finance and Ministry of Education won the award for Distinguished Joint Team.

Prime Minister's Medals

During the ceremony, His Highness Sheikh Mohammed also presented the Prime Minister's Medals for extraordinary achievements in different areas of excellence to a number of employees under the following categories: Prime Minister's Medal for Supervisory Employees, Prime Minister's Medal for Technical Employees, Prime Minister's Medal for Specialized Employees, Prime Minister's Medal for Administrative Employees, Prime Minister's Medal for Field Employees, Prime Minister's Medal for Customer Service and Prime Minister's Medal for New Employees.

Sheikh Mohammed bin Rashid Sash

His Highness presented Sheikh Mohammed bin Rashid Sash to Taryeem and Abdullah Omran for their contribution to the country.

Pride of the Emirates Medals

His Highness presented the Pride of the Emirates Medals to Noura Al Kaabi, FNC member and CEO of the Media Zone Authority-Abu Dhabi (twofour54); Amer Al Saygh, pioneer engineer in UAE's space programme; Dr Salwa Alsuwaidi, the first Emirati Geriatrician; Captain Mahadi Ali, Coach of UAE national football team; Major Mariam Al Mansouri, veteran fighter pilot; and Mohammed Khamis Khalaf, veteran Paralympic sportman, for their achievements that have contributed to promoting the UAE's position regionally and internationally.

Sheikh Khalifa Government Excellence Program, which launched the Emirates Government Excellence Award, is the first integrated program for Government Excellence at the level of federal government, that aims to make the UAE government one of the best governments in the world.
