The Scheme aims to ensure optimum utilization and rising up to future challenges

Dubai (United Arab Emirates): Roads and Transport Authority (RTA) is currently developing a detailed Human Resource Planning Scheme in order to ensure optimum utilization of HR and identify HR requirements to cater for future needs and challenges. The Scheme is the first ever undertaken by a Government Dep't in Dubai.

"The project; which will be carried out in collaboration with a specialized consultant company, provides analysis of the work scope, the existing HR and future challenges of the RTA. Following this analysis, job requirements of all RTA affiliated agencies will be established depending on the scope of work and projects implemented, or to be implemented in future" said Kawthar Kazim, Director of RTA Human Resources & Development Dep't.

"Manpower Planning is one of the key functions of Human Resources Division and has a direct impact on the business functions. Manpower planning defines the present needs and estimates future needs of manpower in an organization. It is particularly useful to all big organizations through enabling them meet and manage changes in terms of technical know-how, products, markets, etc.

"With proper Manpower Planning, RTA will be able to ensure the right number of people and the right kind of people at the right place and at the right time for which they are best suited. Manpower Planning is therefore a strategy for procurement, development, allocation, utilization and maintenance of human resources of the RTA.

"RTA is currently engaged in analyzing the existing manpower & forecasting manpower needs for a defined period (1, 3, 5 years) and planning activities to fulfill those needs. This exercise will consider the effect of technology, environment, economy, and labour turnover. It also involves forecasting the present and future requirements of both the number and quality of workforce in the organization.

"Analyzing the existing workforce involves Quantitative and Qualitative Aspects of RTA employees. The Qualitative Analysis will cover determination of the required number of employees; which is determined on the basis of work-load analysis and work-force analysis. Work-load analysis is based on productivity, time study and work scheduling. Work-force analysis is concerned with the present manpower and its future potentials" added Kawthar.

Commenting on the Qualitative Aspect Kawthar said: "The analysis will cover the type of manpower required in terms of skills, knowledge, and qualifications. The quality of manpower depends on the job requirements, which in turn can be determined with the help of job analysis. Job analysis reveals the tasks which constitute the job, the skills and knowledge required for the successful performance of various tasks, etc." she commented.

RTA will be conducting this exercise across its corporate level spanning all jobs. At the end of the exercise RTA hopes to have the right numbers and competent employees to enhance its performance. Manpower planning is a continuous process, as the work force of an organization is subject to constant changes.

The Consultant Company is currently assessing RTA job requirements, the existing employees, and the associated budget. The assessment will cover future plans for one, three and five years. A joint team from the RTA and the Consultant will carry out the assessment and develop future plans of HR.

Kawthar further stated "Emiratization is high on the RTA priority list and is part of RTA of the existing & future HR plans; which now exceeds 63%. RTA is providing training to fresh UAE graduates before taking up their positions. There is also an ongoing training programm for RTA employees spanning Emiratis as well as expatriates, with a view to realizing RTA excellent performance".
