Roads & Transport Authority - Manal Khalid: Contracts and Procurement Department at Corporate Technical Support Services Sector, Roads and Transport Authority (RTA), has recently briefed a delegation from the Financial and Administrative Affairs Department in Ajman on the best practices adopted in registration and pre-qualification of suppliers through the Suppliers' Electronic Pre-qualification System developed by the RTA; which is characterized by its efficiency, speed and transparency in processing applications at world-class standards.

Saeed Al Marri, Director of RTA Contracts and Procurement, said that the visit reflected the keen interest of government entities across the UAE on establishing fruitful cooperation to improve the business conduct, exchange expertise and enhance the performance towards achieving the sole objective of attaining excellent performance levels.

"RTA has assigned considerable attention to the application of Suppliers' Electronic Pre-qualification System enacted in April last year out of a futuristic vision that this system will result in better achievements compared to the previous manual method, and contribute positively & effectively to saving time and effort of both the companies seeking qualification, and the Pre-qualification Committee members of Contracts and Procurement Department in collaboration with various organizational units. The system also provides accurate and easy access to company's details instantly and at any time," added Al Marri.

For his part, Mohammad Tayseer Kifayah, Pre-qualification Engineer at the Department gave a briefing of the Department's organizational structure and Vision of achieving excellence in delivering contractual & purchasing services, and highlighted its Mission of planning, developing and applying contracting and procurement processes to bring them at par with the best international practices in a way that ensures all customers' satisfaction. Kifayah also pointed to the most important tasks assigned to the Suppliers Affairs Section in terms of managing and following-up the pre-qualification, assessment and classification of suppliers and service providers, be it contractors, consultants or service providers. The Section also attends to compiling and maintaining an integrated database and forging strategic relations in a way that serves RTA's strategic objectives.

Kifaya's visual presentation further elaborated Suppliers' Electronic Pre-qualification System, which is based on assessing the company's financial, technical, and administrative capabilities by specialized committees prior to listing them in the approved list and engaging in any kind of contracts pertinent to various projects of RTA sectors and agencies. The system also has the feature of following-up & managing suppliers' annual performance assessment with the aim of monitoring their performance during the qualification period & throughout the year besides validating their details on regular basis.

It is worth mentioning that Suppliers' Electronic Pre-qualification System is considered one of the first of its kind in the UAE, and the System managed in a short period to achieve its set objectives of handling more than 2300 suppliers' technical, financial and administrative transactions. The System also has the ability to shorten the transaction processing time by less than half, which reflects its effectiveness in achieving a high performance level in the shortest possible time.
