May 24, 2003, Saudi Arabia - AGAP Arabia, a joint venture between Khalid Ali Alturki & Sons (Alturki Group) and Saudi National Engineering Services & Marketing Company Ltd. (Nesma) signed an Agreement with Saudi ARAMCO, for the Duba Bulk Plant Project. AGAP Arabia has the full responsibility of providing all required construction materials under the contracts, executing construction works of all disciplines, testing, pre-commissioning, commissioning the plant and handing over to Saudi ARAMCO fully operational.

The Duba Bulk Plant is located on the Red Sea in the Northwest of Saudi Arabia. The closest town is Duba located 5 Kilometers north of the Bulk Plant. The project calls for the installation of new fuel receiving facilities, which shall be capable of receiving gasoline and diesel fuel by large tankers up to 65,000 Ton displacement. This facility will include; multiple product loading and fire fighting equipment located on an offshore berth; a causeway to connect the berth to onshore facilities; pipelines from a marine terminal to a newly constructed tank farm; custody metering system and other related electrical, instrumentation, control and communication facilities.

The work is divided into two phases, the Phase - I Works includes all works required to make the new five tanks operational by end of 2003, and the Phase - II shall include all works not required during the Phase - I of the Project. Following is detailed scope of work per discipline to be performed under this Contract: -

1. Civil Works:
Supply and construction of an approximately 18,000 M Dike around the Tank Farm Area. 9,000 M Asphalting Works, 30,000 M Causeway Embankment of 1 to 2 Ton Boulders, Bridge Foundation, Pipe Sleepers, Pipe Support Foundations, Metering Skid and approx. 5,000 M of other Concrete Works.

2. Structural Steel Works:
Supply, Fabricate and Install pipe supports, Steel Platform, Steel Embedments, Space Frame, Pre-Engineered Building and Leading Light Towers.

3. Piping & Mechanical Works:
Consists of Supply & Installation of approx. 5 KM of RTR Underground piping ranging from 2" ? to 30" ?, Gasoline, Diesel and Foam Piping approx. 9 KM in length and other Miscellaneous equipment installation works.

4. Electrical & Instrumentation Works:
Supply and Install approx. 35 KM of Low Voltage and Medium Voltage cables plus 25 KM of Instrumentation cables and all relevant Instruments.
