New rules and regulations introduced as part of Dubai Waste Management Master Plan

In bid to introduce advanced systems in the field of waste management, Dubai Municipality is going to implement Duty Of Care system  which compels waste management companies follow new set of regulations right from the collection point  up to the disposal units or treatment facilities.

It was stated by Eng. Abdul Majeed Saifaie , Director, Waste Management Department at the civic body.

He said: 'civic body has been always in forefront to experiment newest ideas hoping a clean and environment friendly city that matches to global standards. Implementing Duty of Care in the field of waste management comes as part of these efforts'

'Duty of Care is required for cradle-to-grave recording of waste. Each load of waste delivered to a waste management facility would require a multi level consignment note which will have records of where the waste came from, who carried it and who received it for disposal or treatment' he said.

New rules are set to make companies commit  to follow Transfer Note System, Waste Classification System and Mandatory Waste Segregation, he said.

According to him drivers of waste collection vehicles may have to fill up 2 forms per trip, one to be handed over at disposal sites and the other to be kept at the office of concerned company . After inputting other necessary information it would be submitted to Summarized Electronic Data at Dubai Municipality, weekly.

The Duty Of Care form which is a waste manifest carries categorized details of waste from specific geographical locations and sources. It would clearly documents how much waste from different sources -namely commercial, industrial, institutions, residential- generates in a particular area. It also clarifies the type of  waste  collected as to whether it is municipal solid waste or scrap or plastic or green waste. Specific name of the generator of waste ie.name of the office/ building also may be mentioned in the form.

Eng. Saifaie further said these new steps are taken in line with Dubai Waste Management Master Plan which focus on new regulations, information management, additional infrastructure and education & awareness.

'Reducing the space of landfills gradually to become at the ideal status which can be termed as sustainable waste management having maximum recycle of waste is our goal' he said further.

By 2018, 25% of total waste generates in Dubai would be recycled. And by 2026, we would be able to recycle 98% of the total waste items, he elaborated.

It is learnt that Dubai Municipality waste management department has recently invited more than 80 companies in the field to a workshop designed to detail the new systems and regulations.
