Revocation of reservations on "CEDAW"

Conciliating between legitimate right to peaceful demonstration and guaranteeing security of persons and properties

TUNIS (TAP) - The Caretaker Government held on Tuesday, its regular cabinet meeting under chairmanship of Interim President Foued Mebazaa.

Spokesman for the Cabinet Taieb Baccouche said at the end of the meeting, that the Cabinet looked at a set of draft decree-laws.

The first one provides for the creation of a "National Film and Photography Centre," setting its functions. The project which had been presented by Culture Minister Ezzeddine Bach Chaouch, falls in line, according to Mr. Baccouche, with the interest taken by the Caretaker Government in developing culture and upgrading cultural structures in order to support creation and quality production.

He specified that this new centre would help lay the foundations of a film industry and improve the cinematographic sector's output in Tunisia.

The Cabinet adopted this decree-law after amendment.

Mr. Baccouche pointed out that the Cabinet examined two draft decree-laws presented by Finance Minister Jalloul Ayed, regarding capital venture companies and venture capital trusts and relaxing the conditions of their intervention.

The second draft decree-law regards the tax incentives' adequacy related to re-investment in the venture capital, and sets the field of intervention for investment companies in the venture capital.

He specified that the two draft decree-laws which had been adopted by the Cabinet, aim to help create stable jobs as soon as possible and develop the investment sector.

Mr. Taieb Baccouche added that the Cabinet looked at the draft decree-law presented by Women Minister Lilia Laabidi, stipulating the agreement to revocate the Tunisian government's reservations annexed in the 1985 law on the ratification of the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW).

The spokesman pointed out that the Cabinet adopted the draft decree-law, keeping the general declaration which stresses the respect of the Tunisian Constitution's provisions.

He added that the Cabinet also examined the draft decree-laws presented by Industry and Technology Minister Abdelaziz Rassaa, authorising the State to commit to the annexe number 4 pertaining to the convention of hydrocarbons' exploration, presented in the first draft decree-law as the authorisation of "oasis and annexes" and in the second one as the authorisation of "Northern Medenine and annexes". The Cabinet adopted the two draft decree-laws.

Besides, Mr. Baccouche said that the Cabinet had listened to several reports, the first one had been presented by the Interior, National Defence and Foreign Ministers about the general security situation in the country.

The debate, he explained, had mainly turned on the situation in some governorates, in particular Gafsa, Sidi Bouzid, Kasserine, Sfax and Tunis, and on the last marches of protest in the capital.

The Cabinet laid emphasis in this regard, on the need to conciliate between the legitimate right to peaceful demonstration and guaranteeing the security of persons and public and private properties.

As regards the march for justice, Mr. Taieb Baccouche said that the Cabinet had put stress after a long debate, on the need to conciliate between the primacy of the law and the independence of magistracy on the one hand, and the need to settle the current cases in the reasonable deadlines required by the respect of the necessary legal procedures, on the other, and the imperative to adapt justice to the process of achievement of the Revolution objectives.

Besides, the official spokesman explained that the Cabinet recommended carrying on guidance of refugees from Libya, while remaining very vigilant on borders in order to guarantee the Tunisian State's sovereignty and the security of its territory and citizens.

He expressed in this regard, the Cabinet's consideration for the National Army's sacrifices and efforts exerted, notably to foil smuggling operations and keep watch over the border line.

In another connection, Mr. Baccouche said that the Cabinet had been briefed by Social Minister Mohamed Ennaceur about the trade union situation within the framework of trade union pluralism.

In this regard, the Cabinet looked at various issues, notably the activities of trade unions within enterprises and administrations and the measures pertaining to the payment of contributions by civil servants to concerned trade unions.

In conclusion, the official spokesman pointed out that the Cabinet had been briefed by Industry and Technology Minister Abdelaziz Rassaa about the economic situation, particularly in the sectors marked by sit-ins and strikes, and listened to a last exposé presented by Youth and Sports Minister Slim Chaker about the prospect of employment in some governorates of the centre and south.
