Abdulhamid al-Dbeibah has said he will not step down
BENGHAZI, Libya- Libya's parliament swore in Fathi Bashagha as the new prime minister in a session in Tobruk on Thursday, though the incumbent Abdulhamid al-Dbeibah has said he will not step down.
