THE first meeting of the new Board of Trustees of the Bahrain Centre for Studies and Research (BCSR) was held yesterday under the chairmanship of Dr Mohammed bin Jassim Al Ghatam.
The meeting was attended by board members including the Minister of Finance and National Economy, Abdullah bin Hassan Saif, the Minister of Works and Housing, Fahmi bin Ali Al Jowder, the Minister of Labour and Social Affairs, Dr Majeed bin Mohsen Al Alawi, the Minister of State, Abdulhussain bin Ali Mirza, the President of the University of Bahrain, Shaikha Dr Mariam bint Hassan Al Khalifa, the Chief Executive Officer of Middle East City Bank, Mohammed Ibrahim Al Sherooqi, the General Manager of Gulf Petrochemical Industries, Mustafa Al Sayyed Ali, and the BCSR Secretary- General, Dr Hassan Mahmood Al Bastaki.
On behalf of the board, Dr Al Ghatam thanked His Majesty the King, Hamad bin Isa Al Khalifa, the Prime Minister, Shaikh Khalifa bin Salman Al Khalifa, and the Crown Prince, Shaikh Salman bin Hamad Al Khalifa, for their trust in the new board.
The chairman outlined the agenda of the meeting, gave a brief summary of the organisational structure of the BCSR and explained various activities and programs of the centre.
The BCSR’s external auditor KPMG presented the 2002 accounts of the centre which were approved. The board also approved the budget for 2003 following a discussion.
The board listened to a report about the research situation in the centre, various projects and studies which have been completed and those which are under progress as well as the proposed list of studies the BCSR may undertake in the future.
Areport on the current position of the Geomatic Centre, the society’s commercial arm, and the projects it has executed and the ones which are under progress, was also presented.
The board then discussed the suggestion by Dr Al Sayyed for a feasibility study on culturing sobaity fish. The board welcomed the idea and agreed to seek external financing and support for the project.
Dr Al Ghatam presented a report on the Crown Prince’s Scientific Research Award. The board listened to a detailed explanation by Ernst & Young on the new organisational structure of the centre and the suggested budget for its implementation and agreed to allow the members two weeks to provide feedback. The board was also briefed on the annual maintenance of the centre and stressed the importance of the completion of all activities and tasks mentioned in the submitted report and recommended liaisons with the Ministry of Works and Housing to prepare detailed plans covering cost and implementation of various jobs.
The board discussed the appointment of an external audit firm for 2003 and agreed to ask international audit firms working in the Kingdom to propose for the job and authorised the Chairman and the Secretary- General to finalise the appointment.
The board also approved a programme to send researchers from the centre to attend specialised training and scientific research courses at internationally- recognised research centres.
