Shaikh Abdullah al Qatabi made State Adviser, Shaikh Ahmed al Isaee is Majlis Ash'shura chief, Shaikh Hilal al Maawali becomes member of Majlis Addawla, Ministry for Environment and Climate Affairs and Ministry for Fisheries set up, Public Authority for Electricity and Water set up with Mohammed al Mahrouqi as its chairman, Shaikh Mohammed al Qatabi named Minister of Fisheries, Sayyid Hamoud al Busaidy Minister of Environment and Climate Affairs, Dr Khamis al Alawi Minister of Transport and Communications, Shaikh Salim al Khalili Minister of Agriculture, Shaikh Mohammed al Harthy Minister of Civil Service, Shaikh Abdullah al Rowas Minister of Regional Municipalities and Water Resources, Shaikh Mohammed al Maamari Minister of State and Governor of Dhofar, Shaikh Saif al Shabibi Minister of Housing

MUSCAT -- His Majesty Sultan Qaboos has issued nine Royal Decrees.

Royal Decree No 87/2007
appoints Shaikh Abdullah bin Ali al Qatabi as a State Adviser.

Royal Decree No 88/2007
appoints Shaikh Ahmed bin Mohammed al Isaee as Chairman of Majlis Ash'shura.

Royal Decree No 89/2007
appoints Shaikh Hilal bin Khalid al Maawali as a member of the Majlis Addawla.

Royal Decree No 90/2007
establishes a Ministry for Environment and Climate Affairs to which environment related scope of work, allocations and assets shall be transferred from the Ministry of Regional Municipalities, Environment and Water Resources. Employees working in environment field at the same ministry shall also be transferred to the newly established ministry with the same financial grades. The decree cancels all that contravenes or contradicts with its provisions.

Royal Decree No 91/2007
establishes a Ministry for Fisheries to which fisheries- related scope of work, allocations and assets shall be transferred from the Ministry of Agriculture and Fisheries. All employees working in the fisheries field at the same ministry shall also be transferred to the newly established ministry with the same financial grades. The decree cancels all that contravenes or contradicts with its provisions.

Royal Decree No 92/2007
establishes a Public Authority for Electricity and Water and appoints Mohammed bin Abdullah bin Mohammed al Mahrouqi as its chairman with the under-secretary's grade. The scope of work, allocations and assets related to electricity and water shall be transferred to it from the Ministry of Housing, Electricity and Water. Electricity and water employees shall also be transferred from the same ministry to the newly established Public Authority for Electricity and Water with the same financial grades. A Royal Decree on the system of the authority and management of its affairs shall be issued.

Royal Decree No 93/2007
amends the names of some ministries as follows: Ministry of Regional Municipalities, Environment and Water Resources as Ministry of Regional Municipalities and Water Resources; Ministry of Agriculture and Fisheries as Ministry of Agriculture; and Ministry of Housing, Electricity and Water as Ministry of Housing.

Royal Decree No 94/2007
introduces cabinet reshuffle and appoints Shaikh Mohammed bin Ali al Qatabi as Minister of Fisheries; Sayyid Hamoud bin Faisal al Busaidy as Minister of Environment and Climate Affairs; Dr Khamis bin Mubarak al Alawi as Minister of Transport and Communications; Shaikh Salim bin Hilal al Khalili as Minister of Agriculture; Shaikh Mohammed bin Abdullah al Harthy as Minister of Civil Service; Shaikh Abdullah bin Salim bin Aamir al Rowas as Minister of Regional Municipalities and Water Resources; Shaikh Mohammed bin Marhoon bin Ali al Maamari as Minister of State and Governor of Dhofar; Shaikh Saif bin Mohammed bin Saif al Shabibi as Minister of Housing.

Royal Decree No 95/2007
appoints Sayyid Khalid bin Hilal bin Saud bin Hareb al Busaidy as Secretary-General of the Council of Ministers with the rank of a minister. All Decrees took effect from their date of issue.
