• The system aims to manage the attendance of employees working on shifts 

Dubai, UAE: Dubai Health Authority (DHA) launched the “GRP Attendance Management System 2.0” to manage the attendance of employees working on shifts—making it the first government entity in Dubai to launch the system.

GRP stands for Government Resources Planning, which is a unified and secure system in use at Dubai Government Departments.

By adopting the new system, launched by DHA in partnership with Smart Dubai Department, the authority aims to overcome a number of challenges, including delays in the current system.

It will also overcome the challenge of not having the option to manage the time of employees working on a rota basis. The new system also provides more flexibility and can be updated easily.

The new system was launched in the presence of His Excellency Humaid Al Qutami, Director General of the DHA, Her Excellency Dr Aisha Bint Butti Bin Bishr, Director General of Smart Dubai, Ahmad Al Nuaimi, CEO of the Joint Corporate Support Services at the DHA, Wesaam Lootah, CEO of Smart Dubai and a number of officials and specialists from both entities.

By adopting the new system, the DHA will be moving towards achieving the goals of Dubai’s Paperless Strategy and it will be expanding the scope of its attendance management to include employees working on shift basis. This will ensure that the human resources are being utilized in an optimum way and make monitoring attendance easier.

Following the launch, Al Qutami stressed that the authority is moving towards digitalizing its services and projects and making it smart, in line with the directives and strategic goals of Dubai government.

He highlighted a number of DHA’s notable projects that include the unified electronic record system Salama, which had a big impact on the healthcare sector.

He added that the authority has adopted a number of technologies and smart solutions in the medical and pharmaceutical sector as well as in operation theatres to enhance the quality of services provided to community members.

He added that the authority is working at the same time to develop and transform all its systems and procedures into smart ones, which is why it has adopted the “GRP Attendance Management System 2.0”.

Al Qutami concluded by commending the support received from its strategic partner, Smart Dubai Department, stressing the importance and value of this partnership in advancing the comprehensive development operations carried out by the DHA. He also thanked the Smart Dubai team.

Her Excellency Dr Aisha Bint Butti Bin Bishr, Director General, Smart Dubai, said: “The GRP Attendance Management System 2.0 was developed in collaboration with the Dubai Health Authority as part of our Government Resource Planning (GRP) system, and in line with our contribution to the Year of Preparation for the UAE’s 50th Anniversary. It is a continuation of the Dubai Paperless Strategy, launched in February 2018 by H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of the Dubai Executive Council, to digitise 100% of internal and external transactions, turning them paperless by December 2021.”

“This reflects our commitment to collaborating with all government entities in Dubai to channel smart services towards developing, streamlining, and enhancing government operations,” H.E. added. “The system was developed by a team from the Smart Dubai Department, in collaboration with the Dubai Health Authority. The team will aim to save 75,000 sheets of paper every year, in addition to reducing the time needed to conduct daily Attendance Management, cutting significant costs at government departments implementing the system.”

“We, at the Smart Dubai Department, are committed to automating all internal and external government transactions in the emirate by next year,” H.E. Dr Aisha revealed. “We are intensifying our efforts to implement this system with government departments across the emirate. Furthermore, we will continue to develop the system’s features to keep pace with technological advancements and meet all requirements.”

About the Dubai Health Authority:

The Dubai Health Authority (DHA) was created, in June 2007, by Law 13 issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai, with an expanded vision to include strategic oversight for the complete health sector in Dubai and enhance private sector engagement. 

Prior to the establishment of the DHA, the Department of Health and Medical Services, which was established in 1973, was the functioning authority that almost exclusively focused on health service delivery.

In May 2018, H.H Sheikh Mohammed, issued Law No. (6) of 2018 of the DHA. The new Law further enables the DHA to achieve its objectives including regulating medical services in Dubai, enhancing competiveness and transparency, improving medical services and products based on international best practices and achieving the sector’s objectives according to approved strategic plans.

H.H Sheikh Mohammed also issued Decree No. 17 of 2018 establishing subsidiaries of the DHA: the Dubai Healthcare Corporation and Dubai Health Insurance Corporation to further enhance healthcare services in Dubai and enable DHA to fulfil its responsibilities and obligations.

Three new strategic sectors were also added as part of the decree; they include Strategy and Corporate Development, Health Regulation, and Shared Support Services.

In addition to overseeing the health sector for the Emirate of Dubai, the DHA also focuses on providing services through DHA healthcare facilities including Latifa, Dubai, Rashid and Hatta Hospitals, its 12 primary healthcare centres, 17 medical fitness centres and its 6 specialty centres.
