His Excellency Abdulla Ali Bin Zayed Al-Falasi, Director General of Dubai Government Human Resources Department, emphasizes the interest of the department in cooperation and coordination with other government departments, in particular Smart Dubai, to improve the human resources in Dubai, prepare the necessary infrastructure and issue the law, regulation and legislation that promote the status of human resources sector.
He stated, human resources considered the cornerstone of any development process in the UAE, and it is therefore a quality data and information about it, should be available to officials in order to enable them to set up future plans and strategies, taking into consideration that statistic data is a tool for planning and guiding, it also plays a critical role in the growth of various sectors. He points out that the Integrated Record/Register of Dubai Government’s Employees, which was the result of a cooperation between the Human Resources Department and Smart Dubai, is a significant initiative which would reflect in a positive way on the human resources of Dubai.
He continued, The Record/Register that Smart Dubai has completed its phase one, aims to manage and observe the data base of employees within a combined system so as to contribute to the planning process and decision making related to human resources.
His Excellency Younus Al Nasser, Assistant Director General of Smart Dubai, CEO of the Dubai Data Establishment, said: “The Government of Dubai is moving steadily towards a comprehensive and complete digital transformation, in line with our leadership’s vision to establish a digital government dedicated to embracing advanced technologies and using them to formulate solutions that enhance government efficiency and ensure the best use of human resources. The ultimate goal is to help the UAE advance to the highest ranks on performance indexes across all sectors.”
“The Unified Registry For Dubai Government Employees highlights the close collaboration between Smart Dubai and its government partners to provide accurate, real-time data, accessible from a single integrated digital unit to inform decision-making and allow the Dubai Government to make proactive plans and create opportunities for national talents,” H.E. Al Nasser added. “The project relies on data science in order to achieve its objectives and adheres to the highest international standards when it comes to protecting the privacy of the data listed in the Registry.”
Smart Dubai has so far completed 40% of the project’s second phase, in collaboration with its strategic partners. Phase two will see another 30 government entities added to the list, with more than 130 entities slated to join the project by the end of the fourth and final phase.
The list of entities that joined in phase one includes the General Directorate of Residency and Foreigners Affairs, Directorate General of Civil Defense, Department of Finance, Dubai Police General Command, Government of Dubai Media Office, Dubai Public Prosecution, Dubai Municipality, Department of Land and Property in Dubai, Dubai Economy, Islamic Affairs and Charitable Activities Department, and the Dubai Government Human Resources Department.
Also on the list are Dubai Courts, Awqaf and Minors Affairs Foundation, Smart Dubai Government Establishment, Dubai Corporation for Ambulance Services, Dubai Women Establishment, Mohammed Bin Rashid Housing Establishment, Dubai Statistics Center, Dubai Culture and Arts Authority, Dubai Health Authority, Roads and Transport Authority (RTA), Community Development Authority, Aviation Authority, and Dubai Government Workshop.
The Unified Registry For Dubai Government Employees seeks to use the most advanced data science applications to generate maximum value from the sole official source of government employee data in the emirate. The project will also support Dubai Government entities to score high on leading performance indicators, overseeing any projects to determine, meet, and exceed the needs of government employees.
The Registry will be applied to all government entities in the emirate and their employee data. These entities will be able to access and use the data of their employees available in the Registry without needing any permits or prior authorizations.
The Dubai Government Human Resources Department has been in charge of determining which data is mandatory to be included in the Registry and which is only optional, after said data is approved by Smart Dubai. The DGHR is then entrusted with following up on government entities to ensure their compliance.
Meanwhile, Smart Dubai is tasked with designing the Registry, linking it with other registers in the emirate, ensuring data quality standards are met, and approving the data descriptions and classifications submitted by government entities when feeding their employee data into the Registry. Furthermore, Smart Dubai has been responsible train employees at participating entities, introduce them to the Registry and the terms and conditions of its use, and develop a user manual to be made available to all government entities. Smart Dubai is also coordinating with the Dubai Electronic Security Center to ensure the security of the data and all systems.
As the government entity in charge of the security and protection of data, networks, and all government electronic systems, the Dubai Electronic Security Center is working to link the Registry with the Center itself to be able to run regular checks on the system and ensure all security standards are met, in coordination with Smart Dubai.
