SHARJAH GOVERNMENT MEDIA BUREAU - SHARJAH: The Higher Committee for the Sharjah Consultative Council elections has issued Resolution No. (4) of 2019 on the formation of electoral constituency committees in the cities of Sharjah, Al Dhaid, Khorfakkan, Kalbaa, Dibba Al Hisn and Al Hamriyah and the areas of Al Bataeh, Mleiha and Al Madam.

The resolution stipulates that after reviewing Law No. (3) of 1999 on the establishment of Sharjah Consultative Council and the rules and amendments thereof; Emiri Decree No. (59) of 2015 on the organisation of the Sharjah Consultative Council elections and the amendments thereof; and Emiri Decree No. (15) of 2019 on the formation of the Higher Committee for the Sharjah Consultative Council elections and based on what has been presented by directors of municipalities in the Emirate of Sharjah and the approval of the Higher Committee for the Sharjah Consultative Council elections, the constituency committees shall be formed as follows: 

Sharjah City Constituency Committee

The committee is chaired by HE Thabit Salem Obaid Al Turaifi, Director General of Sharjah City Municipality, and includes:

  • Col. Omar Ali Al Ghazal, representing the constituency’s police
  • Eng. Khalifa bin Hada Al Suwaidi, representing the constituency’s municipality
  • Mr. Abdul Aziz Abdullah Shuhail, representing the constituency’s municipality
  • Mr. Ali Ahmed Bughazyin, representing the constituency’s municipality
  • Mr. Ali Obaid Al Hamoudi, representing the constituency’s municipality
  • Ms. Aisha Saif Al Khajah, representing the private sector

Al Dhaid Constituency Committee

The committee is headed by Mr Ali Musabeh Obaid Al Tunaiji, Director of Al-Dhaid Municipality, and includes:

  • Lt. Col. Jassem Mohammed Khamis bin Tuleia, representing the constituency’s police
  • Mr. Salem Saeed Obeid Khamis Al Tunaiji, representing the constituency’s municipality
  • Mr. Hamad Ma'aded Ali bin Hawaiden Al Ketbi, representing the private sector
  • Mr. Khalifa Rashid Obeid bin Hammoud Al Tunaiji, representing the private sector
  • Mr. Mohammed Salem Saeed bin Fteir Al Tunaiji, representing the private sector

Khorfakkan Constituency Committee

The committee is chaired by HE Eng Fawzia Rashid Al Qadi, Director of Khorfakkan Municipality, and includes:

  • Lt. Col. Dr. Khalifa Yousef Mohammed Balhai, representing the constituency’s police
  • Mr. Khalfan Rashid Al Mughani, representing the constituency’s municipality
  • Mr. Omar Ahmed Alwan, representing the constituency’s municipality

Kalba Constituency Committee

The committee is chaired by HE Eng. Abdulrahman Abdullah Mohammed Al Naqbi, Director of Kalba Municipality, and includes:

  • Lt. Col. Juma Ali Juma Al Ghawi, representing the constituency’s police
  • Mr. Jassem Mohammed Obaid Al Shehhi, representing the constituency’s municipality
  • Ms. Aisha Mohammed Ali Al Zaabi, representing the constituency’s municipality
  • Mr. Yaqoub Yousef Ibrahim Al Saher, representing the constituency’s municipality

Dibba Al Hisn Constituency Committee

The committee is chaired by Mr. Taleb Abdullah Rashid Al Yahiai, Director of Dibba Al Hisn Municipality, and includes:

  • Lt. Col. Waleed Khamis Mohammed Al Yamahi, representing the constituency’s police
  • Mr. Mohammed Abdullah Ishakoh, representing the constituency’s municipality
  • Ms. Roqaya Abdullah bin Rashidouh, representing the private sector
  • Mr. Saeed Ahmed Rashid, representing the private sector

Al Hamriya Constituency Committee

The committee is chaired by HE Mubarak Rashid Jassim Al Shamsi, Director of Al Hamriyah Municipality, and includes:

  • Col. Ali Saeed Hamad Al Jallaf, representing the constituency’s police
  • Mr. Ammar Ali Humaid Al Muhairi, representing the constituency’s municipality
  • Mr. Salem Obaid Ali Al Shamsi, representing the constituency’s municipality
  • Mr. Khalid Ali Thani Al Shamsi, representing the private sector
  • Mr. Mohammed Rashid Khamis Al Shamsi, representing the private sector
  • Ms. Moza Ali Thani Al Shamsi, representing the private sector 

Al Bataeh Constituency Committee

The committee is chaired by Mr. Obaid Saeed Al Tunaiji, Director of Al Bataeh Municipality, and includes:

  • Lt. Col. Tariq Abdullah Rashid Al Obad, representing the constituency’s police
  • Ms. Meitha Mohammed Mubarak, representing the constituency’s municipality
  • Mr. Khalfan Saif Al Msafri, representing the private sector
  • Ms. Sheikha Ali Salem Bilrashid, representing the private sector

Mleiha Constituency Committee

The committee is chaired by Mr. Musabeh Saif Awad Al Ketbi, Director of Al Mleiha Municipality, and includes:

  • Lt. Col. Sultan Mohammed Ali Al Majar, representing the constituency’s police
  • Mr. Awad Saeed Hareb Balajid, representing the constituency’s municipality
  • Ms. Sabeeha Sultan Ali Al Ketbi, representing the private sector
  • Mr. Musabeh Awad Saif Al-Ketbi, representing the private sector
  • Ms. Maha Salem Saif Al-Ketbi, representing the private sector
  • Mr. Nasser bin Nayeh Obaid Al Qaidi, representing the private sector

Al Madam Constituency Committee

The committee is chaired by Mr. Salem Obaid Ali Al Miyala, Director of Al Madam Municipality, and includes:

  • Major Ali Mubarak Salem Obeid bin Amer, representing the constituency’s police
  • Mr. Khalifa Musabeh Al Ketbi, representing the constituency’s municipality
  • Mr. Obeid Muhair Saeed, representing the private sector
  • Ms. Shamsa Saeed Hamoud, representing the private sector

According to the resolution of the Higher Committee for the Sharjah Consultative Council elections, the constituency committees shall exercise all the functions and powers vested in them by Emiri Decree No. (59) of 2015. They particularly shall determine their headquarters in the respective constituency, receive the final electoral body list and notify the members thereof. They shall also provide all forms associated with the electoral process at their headquarters, after receiving them from the elections management committee, and coordinate with the constituency’s municipality to determine the places of campaigning for candidates.

The committees may propose the headquarters of the election centre committees within the constituency in coordination with the elections management committee. They may additionally identify the places of seminars and meetings between candidates and members of the electoral bodies, as well as receiving requests for candidacy after ascertaining their adherence to the necessary conditions, and submitting them to the Election Management Committee. They may also monitor the implementation of electoral campaign rules and regulations in the electoral constituency and report any violations to the Election Management Committee.

The articles of the resolution stipulate that coordination and communication between the electoral constituency committees and the Higher Committee shall be carried out through the Election Management Committee, which may determine the necessary procedures for such communication. The constituency committees shall hold their meetings at the invitation of their chairpersons or the request of the majority of members or whenever needed.
