The EU needs to find a legal basis to use seized Russian assets to help rebuild Ukraine, Latvia's Prime Minister Krisjanis Karins said on Thursday.

"There's lots of money, like low-hanging fruit: the frozen Russian assets. We need to find a legal basis to utilize these assets to let Russia pay for the damage Russia is causing in Ukraine," Karins said before a summit with other EU government leaders in Brussels.
