The Civil Aviation Authority (CAA) has issued executive regulations for the Civil Aviation Law, including the ban on publishing unofficial meteorological data.

His Excellency Saeed Al Maawali, Minister of Transport, Communications and Information Technology, Chairman of the Board of Directors of the Civil Aviation Authority, issued Decision No. 116/2023 outlining the executive regulations for the Civil Aviation Law. The regulations come three years after the issuance of the Civil Aviation Law by Royal Decree No. 76/2019.

The provisions of the regulation apply to all activities of all fields related to aircraft, airports, aircraft operators and air navigation services, in addition to aircraft maintenance establishments and any establishments providing aviation-related services in the Sultanate of Oman.

It also includes activities related to foreign aircraft registered in the Sultanate of Oman, and operating in or over the land territorial waters of the Sultanate of Oman and the personnel working on those aircraft.

The regulations specified that the Civil Aviation Authority should develop a national program for civil aviation security, and the national program for air transport facilitations, in addition to the formation of the National Committee for Airspace Planning, which includes a representative of the authority and the membership of representatives of the Foreign Ministry and the Royal Air Force of Oman, and defining its terms of reference.

The regulation also specified that the authority set controls for land uses, buildings and lights in areas adjacent to airports, and formed a committee to study and address all issues related to such land uses, including noise and particulate matter issues.

Additionally, the regulation permitted the exemption of manned aircraft and unmanned aircraft used in technical experiments, education or training from one or more conditions except for the insurance condition.

The regulation prohibits all media outlets from publishing any meteorological information or data other than those obtained from the Authority, and does not permit the exercise of any work related to the activities of meteorological services in the Sultanate of Oman except after obtaining the approval of the Authority.

The regulation included several chapters, including airports and air easements, air operations and aircraft airworthiness, meteorology, regulation of commercial air transport, cases of exemption from civil aviation fees, and investigation of aviation accidents and incidents.
