On Monday night, Al-Othaimeen was swore in before the Custodian of the Two Holy Mosques, King Abdullah bin Abdul-Aziz.
In 1396 AH, Al-Othaimeen graduated from King Saud University's Department of Sociology and Social Service with an excellent grade in Honor.
He obtained his Masters degree from Ohio University in Political Sociology and Social Service with an excellent grade in 1402 AH.
In 1406 AH, he received his PH.D from United State University in Social Service.
DR Al-Othaimeen had served in various capacities and held following positions:
Demonstrator in Kingat KSUniversity / Department of Sociology from 1396H to 1397H.
Assistant Professor at KSU from1406 to 1408 AH.
In 1408 H, a royal decree was issued to transfer him to the Ministry of Labour and Social Affairs as an Adviser to the Office of the Minister of Labour and Social Affairs.
In 1409 H, a cabinet decision was issued to appoint him as an Assistant Under Secretary of the Ministry of Labour and Social Affairs for Rehabilitation of the Disabled at the 14th Grade.
In 1412 H, a cabinet decision was issued to transfer him as an Under Secretary of the Ministry of Labour and Social Affairs for social welfare.
In 1418 H, under a cabinet decision, he was appointed as an adviser to the Minister of Labour and Social Affairs at the 15th grade.
In 1423 H, a royal order came for his appointment as Secretary-General of King Abdullah Foundation for his Parents for Charitable Housing.
In 1427 H, he was appointed by the Minister of Culture and Information as the head of the Saudi Arabian Society of Culture and Arts.
On 23 /05 /1429 H, a Royal Order was issued to appoint DR Al-Othaimeen as Minister of Social Affairs.
Dr Al-Othaimeen had held advisory positions, key posts and membership of organizations and committees.

Member of the Ministry of Information Committee of Media and Preventive development plans against drugs and psychotropic substances.
Member of the ministerial delegation to the annual conferences of the Council of Arab Ministers for Social Affairs of the League of Arab States.
Member othe governmentaln the development of Social Service curriculum in colleges affiliated to the Presidency of the Girl colleges.
Member in a strategic planning program for Under Secretaries of Ministries in 1411H.
Member in the Institute of Public Administration team in re-organizational structure of the sector of Social Affairs in the Ministry of Labour and Social Affairs from 1412 / 1414H.
Head of the governmental committee for the coordination of services for the disabled.
Member of the Board of Trustees of the Prince Salman Center for Disability Research.
Secretary-general of the Charitable Society for the care of orphans in the Riyadh region.
Member of the National Strategy Team for combating poverty.
Member of the Council of the National Benevolent Fund.
Dr Al-Othaimeen also wrote two books which are entitled "A comprehensive national strategy to combat terrorism in Saudi Arabia," and "My story with weight gain, sugar and hyper tension and cholesterol."
