Dubai: The Ministry of Finance (MoF), in collaboration with the World Bank Group (WBG), held a workshop yesterday on preparation of hospital budgets. WBG and their delegation are supporting the project to enhance the financial coordination of the health and education sectors of the nation. The workshop was organized at the Intercontinental hotel in Dubai Festival City.

HE Saeed Rashid Al Yateem, Assistant Undersecretary of the Resources and Budget Sector, Abeer Ali Abdooli, Director of the Financial Policies Coordination Department, Ali Abdullah Sharafi, Director of the Budget Department attended the workshop. The Ministry of Health and Prevention, The Ministry of Presidential Affairs Medical Office and representatives from the financial departments of UAE government, the Department of Health in Abu Dhabi, the Dubai Health Authority and representatives from the WBG headed by Earnest Masih, WBG Director of Health, Nutrition and Population of MENA also participated in the workshop.

The workshop focused on three main themes: the project on the financial coordination of the nation, the financial coordination of the health sector - which presented the purpose of WBG’s visit and road map - as well as the learnings from countries that have independent hospital budgets.

HE Saeed Rashid Al-Yateem opened the workshop by stressing the rapid and remarkable development the world has seen in the health sector, both locally and internationally. He emphasized the impressive efforts exerted by the UAE under the leadership of HH Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, in developing the health sector. He added it is up to governments to deliver quality services, especially in sectors that are paramount to society’s wellbeing.

HE said: "The Ministry of Finance, in cooperation with the World Bank Group, is implementing the Financial Coordination Project for the health and education sectors in the country. The financial coordination methodology of both sectors were carefully studied and contrasted with leading countries in the field. This will enable us to develop a guide on coordinating and implementing health and education policies in the country, set up a database, a unified financial model, as well as develop a training manual for the country’s technical team.”

He stressed that the implementation of a health system, which is based on the highest international standards, is a priority in the UAE Vision 2021 agenda. Government leaders, federal and local health entities in the nation are working tirelessly to implement national and global standards across all public and private hospitals and ensure that medical staff are efficient and qualified. Furthermore, the aim is to strengthen preventive medicine and prepare the health systems of the nation, in order to make the UAE a leader in quality health care by 2021.

HE added: “MoF will continue its efforts to prepare financial forecasts for the health sector and raise the effectiveness of its financial planning and supervision to ensure transparency and accountability in the provision of public services. This will enhance the efficiency of public expenditure to achieve the desired objectives through cooperation and coordination with other UAE government entities. The Ministry is committed to achieving a nationally integrated financial model and we are working with our strategic partners from various UAE government sectors to train the technical team, to enable them to lead and implement this project in collaboration with the WBG. This will allow the country to achieve the government's goals to raise the efficiency and quality of the health sector, enhancing its contribution to achieving sustainable economic and social development.”

A representative of the World Bank Group addressed the gathering and gave an overview of the financial coordination project. Also discussed at the workshop were the outcomes of the work of the Group, the key take-outs and areas of application, along with a comparative study of other countries. The participants at the workshop also related their experiences in reviewing health expenditure and developing relevant plans, data and reports and also had the opportunity to ask questions.

MoF is working with the WBG to implement the Financial Coordination Project for the health and education sectors in the UAE, and the current coordination methodolgy for these sectors has been studied and contrasted with countries that are leaders in these areas. A guide on implementing these policies, along with the development of a database, a unified financial model and development of a training manual for the country’s technical team is on the cards.
