JEDDAH: Asmaa Abdullah Al-Khamis, director of the women’s empowerment department at the Ministry of Labor and Social Development’s Agency for Social Security, said that a public-private partnership is a strategy for the ministry in its transformation from a provider to developer.

She said the women’s empowerment department hopes to find educational, training and employment opportunities for female beneficiaries of social insurance through partnerships with different government agencies and private institutions.

The goal, she said, is to transform beneficiaries from need to productivity. She noted the department works on supporting women to realize sustainable social development and ensure they are key participants in national development.

She said the department faces a number of challenges in carrying out its mandate and work, namely low awareness about the importance of employment.

Other challenges are a hesitation among beneficiaries to accept work out of fear of losing social insurance benefits; poor training and employment opportunities; and limited services to assist beneficiaries in finding stable work such as transportation, daycare, low salaries and long working hours.
