The Abu Dhabi Investment Office (ADIO), which promotes private sector investments in the Abu Dhabi emirate, announced on Monday the launch of expression of interest (EOI) tenders for two major infrastructure projects under the Public-Private Partnership (PPP) framework.

Zawya had first reported in November 2020 that ADIO is planning to procure PPP projects in transportation and education sectors.

ADIO has issued EoIs for the second phase of Abu Dhabi Street Lighting PPP Project, and the Zayed City Schools PPP Project in collaboration with the Department of Municipalities and Transport (DMT), and the Abu Dhabi Department of Education and Knowledge (ADEK) respectively, the state-owned investment office said on its website.

The planned launch of Phase 2 of the LED street lighting project was reported by Zawya in October 2020.

The project 'Road Lighting with LED Power Saving System - Phase 2' involves the finance, supply, installation, operation and maintenance of 135,742 LED luminaires that will replace 140,000 conventional streetlights, the project's EoI document said. The deadline for interest submission is 3 May 2021. 

The prequalification tender is scheduled to be issued on 6 May and close on 28 June, while the main Request for Proposals (RFP) tender would be issued on 25 July and close on 12 December, the document said. Phase 2’s geographical scope has been extended to Al Ain City and the Al Dhafrah Region.

Zayed City Schools PPP Project, which forms part of the Abu Dhabi Future Schools Programme and is the emirate’s first school PPP, would require the successful bidder to design, build, finance, and maintain three greenfield schools across Zayed City with a combined capacity of 5,360 students. The submission deadline is 26 April.

The prequalification tender is scheduled for launch on 27 April and close on 15 June, while the RFP tender is scheduled to be launched on 29 June and close on 25 November, the project’s EoI document disclosed.

For the school PPP, the concession period is 22 years while the LED street lighting project would be offered as a 12-year concession.

For both projects, ADIO said the successful developer or consortium will own 100 percent of the project company.
