KUWAIT CITY - Ministry of Interior approved a proposal submitted by MP Dr Waleed Al-Tabtabaei in which he asked the Cabinet to prepare a plan for organizing the expatriate employees in Kuwait such that they do not exceed 30 percent of the total number of employees, reports Al-Anba daily.
The ministry said this issue requires coordination among various relevant state bodies in order to agree on the quota of expatriates based on nationality and balancing the ratio based on the number of citizens. MP Al-Tabtabaei also suggested that Ministry of Social Affairs and Labour, Secretariat General of the Supreme Council for Planning and Development, Public Authority for Manpower and Ministry of Interior as well as other relevant state bodies must be assigned to execute the plans based on a schedule that does not exceed ten years.
Parliaments Interior and Defense Committee approved this proposal without contest during a meeting held on March 19. In addition, the ministry also approved another proposal of MP Al-Tabtabaie to hire policewomen at the driving training centers for testing female applicants. The proposal is aimed at lifting the embarrassment that some women experience as well as to ease the pressure.
In a related development, Al-Tabtabaei has presented a proposal in which he suggested Ministry of Interior should issue a decision to form a higher committee consisting of a chairperson and members that will be in charge of the issuance and renewal of expatriates driving licenses, reports Al-Qabas daily.
The proposal stated that the mandate of the higher committee will be to look into receiving applications for renewal or issuance of driving licenses for non- Kuwaitis, and to ensure the applications meet the necessary requirements pertaining to the issuance of driving licenses.
Each decision should be marked as either approved or rejected. The applicant should be given a copy of the decision for completion of the remaining process for issuance of new or renewed driving license. In case of rejection, the applicant can file an appeal within 15 days. In both cases, the number of the decision should be indicated.
The committee mandate will exclude drivers with residency under article No. 20, as the ministerial decision No. 640/1987 with its executive regulations for the expatriate residency law will apply on them. MP Al-Tabtabaie said he is aiming through this proposal to regulate the process of issuance and renewal of driving licenses to non-Kuwaitis, and to ensure that the issued ones are in line with the necessary requirements.
