Oman has extended the deadline for receiving Request for Proposals (RFP) for the operation, expansion and management of Al Taafi Suhar Centre as a centre of excellence under the Public Private Partnership (PPP) agreement, the Ministry of Finance said in a notice published on its website on Monday.

The last date for obtaining the RFP document and seeking clarification is 12 February and 27 March 2023 respectively. The deadline for submitting the RFP has been revised to 1 May, according to the notice.

Oman’s English newspaper Muscat Daily had reported in January 2023 that the last date for obtaining the RFP document was 29 January, while the deadline for submission was 13 April 2023.

According to the notice, the Ministries of Finance and Health intends to engage the private sector in the design, build, finance, operation and maintenance (DBFOM) of the centre, which will provide treatment and rehabilitation services for drug addicts and psychotropic substances under PPP agreements.

The move will contribute to fostering innovative service delivery and sustainable growth.

The bidder should have a minimum of 10 years of experience in providing treatment and rehabilitation services for drug addicts and psychotropic substances under PPP agreements.

Moreover, they should have provided detoxification and rehabilitation services in no less than two centres with a minimum of 20 beds each. In addition, the bidder should have set up at least one centre, the notice said.

The RFP document is priced at 1,500 Omani riyals ($3,896.17).
