Dubai, September 19, 2007: HE Dr. Ali Bin Oboud, Executive Director of the Ministry of Development Government Sector, signed an agreement with Mariam Mohammed, Manager Competency Center Etisalat Academy, for the execution of the competency assessment project for the government sector. The signing falls within the general agreement that was signed by both the Ministry and Etisalat Academy recently, where it was stated that 300 government managers and directors from all ministries in the United Arab Emirates would participate in an assessment and development program.

Also witnessing the signing was Khalifa Al Suwaidi, Director of Human Resources and Financial Affairs for the Ministry, and Mariam Al Abbar, Deputy general manager of civil service council.

This signing will bring forward 15 nominees from each Ministry, according to the nature and specialization of each employee's role in the Ministry.

This project will be divided into three major phases, where the initial phase will identify professional and vocational competencies for 50 employee posts via a draft and classification process and then linking these competencies with the jobs concerned. The second phase will prepare the necessary competency measurement tools by using ability and personality tests, specialized in measuring competencies that have been especially adapted and formulated for the nature of work in the government sector. In the final phase, each employee will meet with competency assessment consultants from the Competency Centre at Etisalat Academy where their assessment will determine a plan for development of each employee individually. The projected is expected to be completed by December 2008.

Dr. Ali Bin Oboud, said: "It is great pleasure for the Ministry of Development Government Sector to launch such a project in collaboration with Etisalat Academy to apply advanced methodologies in employee assessment and development. Etisalat Academy is considered one of the most astound and sophisticated training and education facility, not only locally, but rather the whole Arab World. It is based on this that the Ministry take full advantage of Etisalat Academy's experience in employee assessment and development."

Mariam Mohammed said, "It is an honor for Etisalat Services, represented by Etisalat Academy to be part of this great project implemented by the Ministry to implement the global competency measuring and assessing tools and practices that will be used to support the government sector in the United Arab Emirate, especially in this current stage where we are witnessing the start of many new important initiatives for development."
