Dubai, United Arab Emirates - As part of a regulatory role in the business relationship between consumers, service providers and traders, the Emirates Authority for Standardisation and Metrology (ESMA), in cooperation with Dubai Municipality, conducted a campaign, last week, to verify the accuracy of fuel counters on a model from a service station in the Emirate of Dubai.
“We checked the rapid and slow mobilization of vehicle fuel tanks, and the accuracy of the calculation of the financial value for filling the fuel tank.” Engineer Amina Zainal, Director of Standards Department at "ESMA"
Last year, (ESMA) conducted a study on the impact of applying the technical regulations for fuel meters issued by the Authority to consumers and customers in order to estimate the value of the reduction resulting from the reduction of errors in measurements of these meters based on the volume of consumption of vehicles in the country.
The good news in the UAE is that,the implementation of these regulations contributed to an economic savings of AED 13 million in 2016 only. According to a study conducted by ESMA.
“in checking the fuel meters and calculating the actual financial value that the consumer should pay in order to obtain certain amounts of fuel, ESMA, before allowing the use of new fuel meters, Verification processes for these meters to determine whether they meet the requirements of the approved UAE standards based on International Organization of Legal Metrology requirements." Eng. Amina said.
ESMA verifies that these tools meet all the design & manufacturing requirements, including the accuracy requirements of the readings, and provide them with systems that prevent tampering without removing the seal approved by ESMA, and distributed to all the fuel pumps in the stations.
The maximum error in the measurement should be less than 0.5% fuel equivalent, equivalent to 100 ml per 20 liters, enough for the packing speed, temperature and other effects. She explained.
The process of verification of the fuel meters are carried out at different packing speeds, to ensure that the measurement is not affected by the speed of packing, in addition to the verification process is done at a temperature of 20 degrees Celsius, to ensure that the quantity is not filled at different temperatures above the permissible values, Verification before allowing the use of the fuel meter, and repeated periodically, once a year, through the cadres of the body or bodies authorized by it.
If a meter of fuel exceeds the value of the error exceeds the maximum permissible value, ESMA or the authorized authority to prevent the use of this tool immediately until it is set and verified again, indicating that the checks and balances are conducted periodically on the geographical breadth of the UAE. She confirmed that.
