e-TQM College, the Dubai-based electronic educational institution that has pioneered e-learning in the Middle East region, has announced the setting up of the Juran Chair in Total Quality Management in honour of Dr. Joseph Juran, the legendary quality guru who added the human dimension to quality, broadening it from its statistics origin to what today is known as Total Quality Management (TQM).
A Declaration of Intent in this regard was signed today (Sunday, October 17, 2004) at 12:00 Noon at the Dubai Police Headquarters by the e-TQM Chairman, Lt. General Dhahi Khalfan Tamim and Dr. James Harrington, a noted TQM personality and Chairman of the Advisory Board of e-TQM College, on behalf of Dr. Juran. The Chair will serve as an effective catalyst for educating and developing managers in all sectors of the Middle East and North African (MENA) economy.
Dr. Juran, universally hailed as the father of quality, has contributed extensively in the field of management, particularly quality management. By setting up the Juran Chair, e-TQM College seeks to encourage the teaching and application of Dr. Juran's principles, philosophy and management beliefs in the Arab World.
"It is an honour to associate ourselves with the work and philosophy of one of the most respected gurus in the field of TQM. We will use the Juran Chair as a lever for the betterment of society and for creating better understanding between people, by exchanging the benefits of quality and transfer of best practices. It is our goal to promote the use of TQM in the Arab World through awareness, education and advisory interventions in both the public and private sectors of the Arab World," said Lt. General Dhahi Khalfan Tamim, Chairman, e-TQM College.
e-TQM college, which began as a Dubai Police initiative, was later opened to public participation in order to provide opportunities to all those individuals aspiring to specialize in quality management and to those associated with its implementation and management. It has built international affiliations with organisations like the European Centre for Total Quality Management (ECTQM), the British Quality Foundation, European Foundation for Quality Management, Lloyds TSB and International Academy for Quality.
Dr. James Harrington said: "The establishment of the Juran Chair is a significant step taken in the direction of implementing the principles of Total Quality Management in the Arab World. The Chair will go a long way in plugging the prevalent knowledge gap due to the implementation of TQM principles in the region that are bred elsewhere in the world, by generating indigenous knowledge in TQM, through fundamental and applied research. The Juran Chair will enable young managers and executives from the region who are keen on TQM to apply its principles that are native to the Arab World and uniquely attuned its cultural realties."
Commenting on the establishment of the Chair, Dr J.M. Juran, said: "As e-TQM College is involved in the cause of advancing the principles of TQM in the Arab World, it gives me a great pleasure to lend my name to the Juran Chair in Total Quality Management which being established at the college."
Dr. Mansoor Al Awar, Director of e-TQM College, said: "Although the idea of establishing the Juran Chair was first discussed by the eTQM College Advisory Board Members during a meeting in 2003, following which Dr. Harrington, officially approached Dr. Juran with the idea. Dr. Juran took seven months to give his consent, during which he engaged the services of the Juran Institute and an outside agency to vet eTQM College before granting his approval. It's a matter of pride for us that we are qualified to host this prestigious chair after the strict scrutiny of our credentials."
The other objectives of the Chair is to conduct research on the obstacles encountered by Executives in the Arab World during the implementation of TQM; to publish and disseminate original work on TQM applications in the Arab World through journals, books and newsletters; and to organize seminars and conferences on a regular basis to promote the work of Dr. Joseph Juran and other eminent gurus in TQM. To ensure effective functioning of the Chair, University of Bradford has been recommended as a partner, subject to approval.
In another significant development, e-TQM College, in conjunction with a number of European partners from The European Universities Network, has set up The Harrington Best TQM Thesis Award, to encourage pioneering and original research work in the field of TQM. The award is meant as a special tribute to Dr. H. James Harrington, one of the best-known gurus and thinkers in TQM.
"The award is instituted in recognition of the need to develop fresh and young talent in the field of Total Quality Management and as a tribute to the momentum that the Quality movement is generating in the region. This award should motivate students to better demonstrate TQM applications by infusing novel ideas and theories and practical applications that drive forward the organisational quest for excellence in the region," said Dr. Harrington
The award program will be administered through two separate strands. While the European version will be administered by The European Centre of TQM (University of Bradford in the UK) and covering students from the European Universities Network (EUN-TQM), the version covering the Arab World will be administered by the e-TQM College in Dubai.
The submission process will have to meet set criteria and is primarily meant for students who have gained a Masters in TQM and/or related topics. The award would consist of a certificate of award and The Harrington Medal.
"Once every two years an open competition will be held to select the overall winner(s) from Europe and the Arab region, from the winners over the period of two years in all categories concerned. The overall winner will get an opportunity to travel abroad and to spend some time with a prominent guru working in the field of TQM and related area," concluded Dr. Al Awar.
