Dubai, United Arab Emirates: A seminar organised by Dubai Municipality recently has discussed ways for effective construction project management with a particular emphasis on effective contract administration.

Khalid Mohammed Saleh, Director of the Building Department at Dubai Municipality, said the seminar was organised in line with the civic body's general policy to spread awareness and keep pace with the latest scientific, technological and economical developments at the local, regional and international levels.

He said that the Middle East construction sector is presently unrivaled in its level of innovation and financial investments exceeding a capital value of US$ One Trillion. The Gulf region is playing a key role in setting new sets of challenges and best industry practice, becoming the driving force with an unprecedented scale of construction projects.

"Planning, designing, building and managing landmark structures and iconic projects requires a clear vision and a unique set of skills in various fields and disciplines including Project Management and Contract Administration," he said.

Khalil Tayab Hasan, a prominent expert and Graduate of the US Texas Tech. University, delivered two lectures in the seminar addressing the issues and solution strategies on what should make a well managed construction project with particular emphasis on effective contract administration, and how to turn it into a successful project, saving in the process millions of dollars in resolving project delay issues and associated costs, resulting claims and costly dispute settlement procedures.

Mr. Hasan, who is the founding member of Construction Solutions, noted that effective Project Management is a key tool for project success and has become an absolute essential for productivity, positive growth and increased performance of any corporation. Construction disputes cannot be avoided unless Project Managers and Contract Administrators are fully aware about the obligations, rights and liabilities of both parties to a contract, and about the repercussions of not observing these. The interests of the Company cannot be protected by its Project Managers and Contract Administrators, unless they are competent in practicing Project Management and Contract Administration
