Dubai, UAE: A new Dubai Gynaecology and Fertility Centre building will open by mid-2020, the Dubai Health Authority (DHA) announced during a press conference held on Thursday at its headquarters in Dubai.

The new centre, which will be located on the grounds of Latifa Hospital for Women and Children will introduce new services such as ovarian tissue freezing, oocyte invitro maturation, micro TESE (testicular epididymal sperm exploration) and fertility-related research activities.

Emirates Islamic Bank announced that it will be contributing to the funding of the centre, in line with the “Year of Zayed” initiative, which was launched by His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE.

The DHA and Emirates Islamic signed a Memorandum of Understanding (MoU) during the press conference. H.E Humaid Al Qutami Director General of the DHA and Hesham Abdulla Al Qassim, Chairman of Emirates Islamic, signed the MoU.

The centre, which will include a ground floor and a first floor, will be spread across 7,500 square meters and contains 155 parking spots for visitors and employees.

The centre will include six specialised outpatient clinics and support services including three radiology rooms, consultation rooms, a modern pharmacy and a phlebotomy lab.

It will also include two highly specialised surgery rooms for invitro fertilization (IVF) procedures such as oocyte retrieval and embryo transfers as well as a specialised embryology lab (to provide freezing services, genetic services, etc...) and a research lab that supports fertility related studies will also part of the new structure.

To ensure customers’ privacy, the centre will have luxurious rooms for short stay that are highly equipped with state of the art technology and services that guarantee patient comfort and high quality treatment.

Following the signing of the MoU, Al Qutami emphasised that the centre is a notable addition to the health facilities providing world-class health services in Dubai. In addition to providing health services the centre will contribute greatly to fertility related-research. He added that the Dubai Gynecology and Fertility Centre has succeeded in becoming a preferred destination for residents and medical tourists seeking infertility treatment and has gained a number of international accreditation. Due to the life-changing services the centre provides, Al Qutami said there was a need to expand its services to meet the growing demand.

Al Qutami expressed his gratitude to Emirates Islamic for their contributions in establishing the gynecology and fertility centre adding that it is in line with the developmental and community role played by Emirates Islamic in support of the national economy, investment movement, community service of the country.

The Director of the Dubai Gynaecology and Fertility Centre, Mrs. Hana Tahwara said that relocating to the new building will allow the centre to expand its scope of services to provide new treatments that were not provided before. It will also provide easy accessibility and greater privacy to customers.

She revealed that the centre, which was inaugurated in 1991, receives around 2,300 to 2,600 couples annually and has a pregnancy success rate of 64 per cent in 2018, which is higher than the international standard rate.

She added that since its inception, it has received around 22,600 families, out of which 56 per cent are UAE nationals and 44 per cent are expats and medical tourists.

Mrs. Tahwara said that, as of November 2017, 4,618 babies have been born as an outcome of treatment provided by the centre.

The Dubai Health Authority (DHA) was created, in June 2007, by Law 13 issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, Ruler of Dubai, with an expanded vision to include strategic oversight for the complete health sector in Dubai and enhance private sector engagement. 

Prior to the establishment of the DHA, the Department of Health and Medical Services, which was established in 1973, was the functioning authority that almost exclusively focused on health service delivery.

In May 2018, H.H Sheikh Mohammed, issued Law No. (6) Of 2018 of the DHA. The new Law further enables the DHA to achieve its objectives including regulating medical services in Dubai, enhancing competiveness and transparency, improving medical services and products based on international best practices and achieving the sector’s objectives according to approved strategic plans.

According to the Law, DHA will ensure the availability of quality medical insurance programmes, improve medical services according to the highest international standards, contribute to providing attractive infrastructure for investments, boost Dubai’s position as a global hub for medical tourism and medical education, encourage innovation in the healthcare sector and improve preventive healthcare measures.

The Law specified DHA’s responsibilities to include preparing a comprehensive strategic plan for Dubai’s healthcare sector, conducting studies and surveys to define Dubai’s future needs and matching the results with future investments, licensing and monitoring medical workers and medical facilities according to DHA’s approved regulations. Its responsibilities also include regulating medical education and medical research in collaboration with competent local and international authorities and drafting and developing policies and procedures for the healthcare sector in Dubai.

The Law authorises DHA to regulate and approve the prices of medical services offered by private healthcare facilities in Dubai and ensure the quality of medical services. DHA is also responsible for regulating and facilitating the sending of patients for specialised medical treatment to healthcare facilities both within and outside the country, regulating and overseeing medical tourism in collaboration with concerned authorities, managing and developing policies that govern medical insurance and regulating medical advertising in Dubai.

H.H Sheikh Mohammed also issued Decree No. 17 of 2018 establishing subsidiaries of the DHA: the Dubai Healthcare Corporation and Dubai Health Insurance Corporation to further enhance healthcare services in Dubai and enable DHA to fulfil its responsibilities and obligations.

Three new strategic sectors were also added as part of the decree; they include Strategy and Corporate Development, Health Regulation, and Shared Support Services.

In addition to overseeing the health sector for the Emirate of Dubai, the DHA also focuses on providing services through DHA healthcare facilities including Latifa, Dubai, Rashid and Hatta Hospitals, its 12 primary healthcare centres, 17 medical fitness centres and its 6 specialty centres.
