Rashed Al Mansoori: We are committed to apply comprehensive quality and sustainable development standards to enable world class governmental services in Abu Dhabi

Abu Dhabi Systems and Information Centre (ADSIC) has achieved certification to three international standards namely, ISO 9001: 2008 - Quality Management System Standard, ISO 14001: 2004 - Environment Management System Standard and OHSAS 18001: 2007 - Occupational Health and Safety Management System Standard for applying systems compatible with international quality standards. This reflects ADSIC ability to meet its customers' requirements according to regulations related to its work and requirements and to provide an effective environment management system focusing on the importance of "health & safety" with regard to occupational risks. M/s Lloyds Register of Quality Assurance awarded the certification to ADSIC after carrying out audit of ADSIC's management system.

"It is a major milestone in our journey towards implementing Abu Dhabi Government Excellence Program, sponsored by the General Secretariat of the Executive Council under the directions of HH General Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, it also proves our commitment to implement the best international practices, applying comprehensive quality standards and going forward towards the sustainable development to enable world class governmental services in Abu Dhabi" said H.E. Rashed Lahej Al Mansoori. He continued to point to the role of Abu Dhabi Emirate Environment, Health and Safety Management System (AD EHSMS), which includes the fundamental characteristics of the global systems in health, safety and environment, looking forward to achieve more international certifications related to quality. "

"It is a matter of pride for all of us in ADSIC. It came as a coronation for our efforts to ensure proper implementation of recommendations of QHSE reviews, as the accreditation covers all services provided by ADSIC, in consistency with the mandate given to us from Executive Council to supervise E-government program in Abu Dhabi and developing policies and guidelines for IT in the Emirate. It also helps ADSIC implement principles of excellence being applied by ADSIC, which relates to customer service, management through processes and facts, developing and practicing partnership concept, social responsibility and staff development and encouragement to innovate, invent and develop" he added.

Al Mansoori also said "the structure of the three standards (Quality Management, Environment Management and Occupational Health and Safety Management) depends on integration, as each one of these standards complements the other, making it possible to combine all requirements in one management system - "Integrated Management System". Implementation of these systems proves ADSIC's ability to meet customer needs, regulating and statutory requirements related to its activities and its requirements, by realizing the environmental effects of ADSIC and considering "health & safety" regarding occupational risks at the same time".

The certification process included an extensive review and on site audit of various ADSIC business processes and departments against global best practices in quality, environment and safety management systems. The certificates awarded mean that ADSIC has established and maintained a formal management system that deals with business risks associated with it operations and that this system will continually be reviewed and improved".

ISO 9001: 2008 -  The Quality Management Requirements Standards

The adoption of this Standard demonstrates the ability of an Organization to meet Customer, Statutory and Regulatory requirements applicable to the product and the organizations own requirement.

The Standard follows a Process approach - Plan - Do - Check -Act  cycle towards continual improvement.   The Eight Fundamental Principle of Management ( Customer Focus,  Leadership, Involvement of People, Process approach, System approach to Management, Continual Improvement,   factual decision making  and Mutually beneficial  Supplier partnership) is the core of the Standard.

The Standard is outlined in 8 Clauses that an entity is required to demonstrate compliance through its development and implementation.  Continual improvement through measurements , analysis , corrective/ preventive actions is to be practiced and evidenced.  The standard also provides scope for exclusions to certain areas not applicable to the functioning of an organization.

The documentation requirement  makes it mandatory to have a Well defined Policy Statement demonstrating commitment to Customer Focus,   Manual addressing the clauses of the standard as per the Organization 's process, documented procedures and Records.

ISO 14001: 2004 -  Environmental Management System Standard

Provides a systematic and effective environmental Management System  based on achieving a realistic  understanding of the organizations environmental effects, clearly defining what the organization intendeds to achieve , defining responsibilities and procedures for implementing the Policy and having a system of monitoring and Control.  This standard follows the Process Approach.

The evaluation of the effect of the Process  Aspects on  the Environment  and its related Impacts is the important requirement of the Standard.  The Aspect - Impact analysis is complete only by putting in the necessary control measures and the mitigation plans.  In the preparation of the Aspect - Impact Analysis the Regulatory requirements to be addressed / followed is considered in Classifying the aspect as Significant or Non Significant.  Significant Aspects has to be looked into on priority and action plans developed and implemented to bring the effect on environment to acceptable level.

OHSAS 18001:2007 - Occupational Health and Safety Management System Standard

The OHSAS standard emphasizes on the Importance of "Health and Safety" related to occupational Hazards.  This standard also follows a Process approach to the identification and minimization of identifiable occupational hazards.  There should exist a Clearly defined policy and a detailed  Risk Evaluation Study, identifying all the potential hazards in the work place and its associated risks.   Necessary control measures to minimize / mitigate the identified risks has to be defined, monitored and controlled.   The Risk evaluation should also consider the applicable regulatory requirements in   arriving at the risk category and its elimination plans.

The structure of the three standards are complimentary and makes it possible to integrate the requirements into a Single Management System - the Integrated Management System.

The Abu Dhabi Systems & Information Centre (ADSIC) was created as a committee in October 2005 by Executive Council Decree No. 33, issued by HH Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Deputy Supreme Commander of the UAE Armed Forces and Chairman of the Abu Dhabi Executive Council, and established as a centre in 2008 by Law No. 18. The Abu Dhabi Systems & Information Centre Mandate

The Centre is the governmental organization that is responsible for the IT agenda of the Emirate and has the authority to:

  • Supervise the implementation of the e-Government program in Abu Dhabi Government entities
  • Sponsor initiatives and mature assets and competencies that it deems of critical importance for the e-Government project
  • Propose policies and technology standards for government and relevant entities to achieve overall quality in reaching the highest levels of efficiency, confidentiality, and safety in the e-Government project
  • Issue rules and guidelines regarding the implementation of IT policies and technical specifications, and communicate them to all government entities
  • Submit the guidelines to the Council regarding the IT sector and the e-Government
