KUWAIT CITY: The Public Authority for Manpower (PAM) will implement certain conditions for the issuance of work permits in the beginning of 2015 to regulate the local labor market and to address the marginal personnel problem, reports Al-Watan Arabic daily quoting Director of the authority Jamal Al-Dosari.

In a recent press statement, Al-Dosari clarified the opening of the door for the issuance of work permits will mark the end of the transfer of domestic workers to the private sector. He said this step will be taken, in coordination with Ministry of Interior, to combat visa trading which led to a remarkable increase in the number of marginal workers in the country.

He confirmed the authority has completed a comprehensive study on the labor market and a copy of which has been forwarded to the Central Statistics Department, along with some procedures to organize the labor market, control the marginal personnel phenomenon and balance the lopsided population structure.

He said these procedures include suspending the transfer of laborers under governmental contracts except to the employer in the contract; suspending the transfer of agricultural, industrial, grazing and hunting workers unless the transfer is to the sector which needs the workers in the same activity; specifying the percentage personnel actually needed for the good of the labor market; protecting the rights of laborers and controlling visa trading.

Meanwhile, Director of Central Statistics Department Mariam Al-Aqeel confirmed the higher committee tasked to present a vision to balance the lopsided population structure met on Sunday. She said the panel will seek the assistance of technical teams from Kuwait Institute for Scientific Research and other related institutions.
