DAMASCUS, (SANA)-First National Conference on the Social, Economic and Administrative reform continued its deliberations on Tuesday by discussing issues of reforming the governmental administration and boosting the administrative values in the administration reform.
"Reforming the governmental administration can be done through a number of levels... the 1st level is represented by the change in the government mechanism through restructuring administrations and setting up units to offer services and boost decentralization in the authority and responsibility, Dr. Sam Dallah, Dean of the Higher Institute for General Administration said.
He went on to say that the other way for reform is represented by changing the pattern of administration through adopting the administrative practices applied in the private sector and concentrating on competence and effectiveness.
Dr. Dallah added that the most important problems which face any reform program is confidence in the institutions and legislations that regulate the activity of work and relations among the sides of development including the government, the work sector and the civil society.
For his part, Researcher in the Administration and Media Science Ayman Katalan Abdul-Rahim said that improving performance should be preceded by consolidating the respect for the citizen and partnership to make the future as well as investing in the energies and human resources' development.
The National Conference on reform is organized by the European Business Center for Training and Development in cooperation with the State Ministry of the Administrative Development Affairs at the Cham Palace.
