DOHA: Qatar is working on a comprehensive national framework to classify educational qualifications and decide academic, professional, vocational and training paths in line with GCC and regional standards and policies.

The State Cabinet yesterday approved a draft decision on setting up the national framework committee on qualifications that is in charge of developing the national framework.

According to the draft, a representative of the Supreme Education Council will chair the committee which will have members from other relevant bodies.

The Cabinet also ratified an agreement for the extradition of convicts between governments of Qatar and India. The cabinet also ratified a draft law on marine vessels. The draft defines a marine vessel as any floating vehicle that functions in marine or sport navigation or is equipped for this task with a load capacity of not more than 200 tonnes, even if it's not for profit. According to the draft, marine vessels are not allowed to sail until they are registered. It stipulates the terms of registration, procedures for application for a registration, and the validity of registration certificates. It prohibits any person from driving such vessels unless they have a valid marine driving licence.

The cabinet endorsed a draft decree approving an agreement on granting rights for the Facility D station project for the production of electricity and water, and ratified a draft decree approving an agreement on the government's insurance of the project. It also endorsed a draft cabinet decision approving a priority right agreement (pre-emption) for the project.

The Cabinet reviewed a letter by the Minister of Justice on a proposed draft law amending some provisions of the civil and commercial proceedings law, issued by law No. 13 of 1990 and took the appropriate decision.

The cabinet approved the enforcement of provisions of law No. 24 of 2002 on retirement and pensions of Qatar employees working with the Arab National Network of National Human Rights institutions.

The Cabinet also ratified a Memorandum of Understanding  (MoU) in the field of communications and information technology between Qatar and India.

A MoU for cooperation in broadcasting and television services between Qatar and India was also approved besides other agreements for cooperation between the countries.
