Dubai Electricity & Water Authority (DEWA) has conducted a comprehensive review of its plans to deliver all future demands for power and water in a timely manner, as per the best international standards and practices in this field. These plans are in alignment with the Dubai Strategic Plan and the Dubai Integrated Energy Strategy 2030 formed by the Supreme Council of Energy, and in accordance with DEWA's Strategic Plan to provide these supplies at world-class levels of efficiency, reliability and safety, while protecting the environment, while sustaining natural resources.

DEWA has succeeded in raising the efficiency and production capacity of its existing power plants at Jebel Ali Power Station by around 450 Mega Watts, by innovation and use of the latest technologies, for a fraction of the costs of installing new generating units of the same capacity. 

These achievements are in line with the directives of HH Sheikh Mohammed Bin Rashid Al Maktoum, Vice-President and Prime Minister of UAE and Ruler of Dubai when he said that, "We recognize that preserving our energy resources will be one of the greatest challenges in our drive towards sustainable development. This, however, will not materialize unless the different facets of our society adopt energy conservation principles in their core values. The future generations will be the chief beneficiary of our achievements and the best judge of what we accomplish in this field".

DEWA also succeeded in reducing the percentage line losses in its electrical network to 3.49% in 2011, down from 6.28% in 2001 by following best international technical standards and practices in power system planning, design, construction and operation. Amongst numerous benefits, the line loss reduction will reduce the requirement for building new power plants. These energy savings will partially offset existing demand.

Additionally, on behalf of The Dubai Supreme Council Of Energy, DEWA is currently implementing the first Solar Power Plant phase of the Mohammed Bin Rashid Al Maktoum Solar Power Park, which is due to commence operations by the end of 2013.

This is in addition to numerous initiatives to produce electricity from distributed solar power plants in partnership with the private sector, which contribute to increasing the total installed generation capacity in the Emirate.

DEWA also has implemented a range of demand-management initiatives to meet its requirements for sustainable development. This is a core objective of DEWA's Strategy to manage and reduce consumption, preserve natural resources and protect the environment. DEWA's efforts in this aspect have been successful. In 2011, DEWA succeeded in reducing power-demand growth considerably to only 3% net consumption growth: down from the 6% expected gross consumption growth despite a simultaneous 5% growth in registered combined electricity and water accounts. This reduction in consumption growth was achieved due to the deployment of best practices in power demand management, using the latest technologies, and implementing a Slab Tariff to encouraging consumption conservation as a major means of reducing waste. This is in addition to the welcome response by all concerned parties to DEWA's conservation-awareness campaigns.

DEWA plans and strives to make more achievements in the optimal utilization of electricity and water by implementing the Green Building principles and regulations of the Green Building Initiative of HH Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of UAE and Ruler of Dubai, in accordance with best international environmentally-friendly practices that suit the local conditions of Dubai. This includes advocating for larger-scale District Cooling.

As a result of DEWA's significant and prolific achievements in the field of raising power-production capacity and improving demand conservation, by increasing power reserves to meet increasing demand due to the economic development of Dubai, Hassyan Power Plant Project can be deferred until a later date, thus deferring capital and operational expenditures.

DEWA expresses its deep gratitude and appreciation to all parties who have participated in preparations for the Hassyan Power Plant Project, including its own staff, government officials, consultants, and bidders. Furthermore, DEWA emphasizes that there is no change to the policy of the Supreme Council of Energy on partnerships with the private sector in future power-generation projects, as it is based on best international practices in this field.
