The Consortium consisting of ACWA Power, Beatona and FCC (the "Consortium") has submitted on the 11th of March 2015 a Tender Offer in response to an Invitation to Tender from the Ministry of Works, Municipalities Affairs and Urban Planning (the "Ministry") in the Kingdom of Bahrain (the "Kingdom") for the provision of an Integrated Waste Management System ("IWMS").

Through this latest Tender, the Kingdom of Bahrain has taken a proactive step to address the growing waste footprint of the Kingdom in an effective and environmentally responsible manner. Being an island nation, where land is a scarce resource, the Ministry through this Tender, aims to ensure that its current 1.5 Million Tons Per Annum of Solid Waste and future growth is treated in the most environmentally effective and commercially viable manner by diverting waste from Landfills, achieving high recycling targets and recognizing waste as a renewable energy resource.

By tendering the IWMS on a Build Own Transfer ("BOT") basis under a 25 Year Public-Private Partnership Concession, the Ministry has recognized the vital role that can be played by the Private Sector in developing and operating key infrastructure projects such as this one.

The Consortium has submitted a competitive Base Bid that is compliant with the Ministry's requirements and takes into account the long terms needs of the Kingdom. In addition, the Consortium has also submitted 4 innovative Alternative Proposals that aim to deliver further value to the Kingdom.

Recognizing that freshwater is a highly strategic and scarce resource in the Region, the Consortium has proposed an Alternative that incorporates a Waste to Water Facility which can provide the Kingdom of Bahrain with Desalinated Water utilizing a renewable and sustainable source of energy in the process; thus efficiently addressing the growing water needs of the Kingdom reducing the dependence on fossil fuels.

The Consortium combines International experience with Regional operating know-how that provides the Ministry with a dependable partner capable of designing, financing, building and operating this key infrastructure project.
