Abu Dhabi: Social Sector in the Emirate of Abu Dhabi announced the development of the digital services, and their provision through Abu Dhabi's unified government services system "Tamm". This initiative complements the efforts of the Abu Dhabi Government to advance digital transformation in the Emirate and enable all society members to reap the benefits of the digital revolution.

This initiative is part of The Department of Community Development (DCD) efforts, in cooperation with the Department of Government Support (DGS) represented by the Abu Dhabi Digital Authority (ADDA), to harness modern technologies with the goal of providing world-class digital services to the customers of the social sector in Abu Dhabi.

Abu Dhabi’s social sector provides more than 100 digital services to customers through Abu Dhabi's unified government services system "Tamm". This platform includes nine government entities, namely: Abu Dhabi Housing Authority (ADHA), Abu Dhabi Social Support Authority (SSA), Authority of Social Contribution – Ma'an, Abu Dhabi Sports Council (ADSC ) , Zayed Higher Organization for People of Determination, Family Development Foundation (FDF), Social Care and Minors Affairs Foundation (SCMAF), Zayed House for Islamic Culture (ZHIC), and Dar Zayed for Family Care (DZFC).

This achievement was possible thanks to the supervision of the Higher Committee of Digital Government in Abu Dhabi, as part of its efforts to activate the governance of digital transformation in the Abu Dhabi Government, achieve a qualitative shift in the provision of government services, and move towards the digital future.

Hamad Ali Al Dhaheri, Undersecretary of the DCD, said: “Our achievements translate the ambitious vision of our wise leadership to improve the quality of life of Abu Dhabi’s community, by enhancing the speed and ease of access to the services of the social sector in one place. Abu Dhabi is taking giant leaps in digital transformation, with various government entities collaborating to facilitate service access for different groups of society. We value the efforts of our partners in the social sector and their support for this digital system that represents a top priority, in line with the strategies that make Abu Dhabi a global capital keeping abreast of digital and technological developments. "

Mariam Mohamed Al Rumaithi, Director General of the FDF, said: “To implement the vision of our wise leadership, the FDF developed technological capabilities to achieve the full digital transformation of services, which helped increase the satisfaction of customers. Today, the digital transformation is 100% complete and the Digital Maturity Index is at 3.5 in 2019. In light of the new circumstances, all social services provided by the FDF for all social groups have become electronic. We have a total of eight main services and 26 sub-services, the most important of which is the integrated social care service for families, which includes social and psychological counseling and social care services. Given the high demand for these services in the current period, we increased the number of family call center lines to 10 and we extended working hours to receive counseling requests to 12 hours a day throughout the week. We also have an integrated care service called "active aging”, which includes the Seniors Council and Dara Al-Baraka Club, and which targets senior citizens and currently provides them with psychosocial support services to help them overcome this period of social isolation.”

Commenting on this,  Basheer Khalfan Al Mehairbi, Director-General of the Abu Dhabi Housing Authority, said: “As one of the main government entities in the social sector, we are pleased to contribute to the advancement of digital transformation in Abu Dhabi and offer exceptional digital services through the TAMM platform for all customers. This comes in line with our efforts to support citizens, meet their requirements and promote happiness among them by facilitating the process to apply for housing services provided by ADHA.”  Also he pointed out that ADHA strives to provide a decent life and social stability for all citizens in Abu Dhabi through the housing services it offers.

Aref Hamad Al Awani, General Secretary of Abu Dhabi Sports Council, said: “The Abu Dhabi government’s digital platform Tamm offers a wide range of easy to use services and products, and it’s important we use it for hassle free access to all government services. It is indeed a step towards in accelerating the pace and impact of digital transformation and providing more solutions and services aimed at facilitating the lives of the residents and business communities in Abu Dhabi. Abu Dhabi Sports Council is really keen in supporting this digital platform and will use it to register participants in our community sporting events held throughout the year.” He added that the service allows inquiries and obtaining information as well as registration in competitions at any time and from anywhere with complete ease. The sports council has attached great importance in supporting this initiative of our leadership in the digital transformation of the government services.

Salama Al Ameemi, Director General of the Authority of Social Contribution – Ma’an, added: “Abu Dhabi has established its position as a leading center for digital solutions in the region and has always been a pioneer. The city has kept pace with technological developments as it implements our forward-thinking leadership’s directions to invest in technology infrastructure and to look to the future, with the end goal of implementing a digital transformation policy. This would represent a quantum leap and upgrade the government’s business system and enhance its efficiency. We have been through several stages to achieve the desired goals required of us in the social sector efficiently and effectively. This has included joint efforts, enhanced cooperation and raising the level of public awareness of social responsibility, as well as providing innovative solutions to social challenges so that the capital Abu Dhabi has become an example for the region and the world in the field of harnessing technology to support sustainable development.”

Abdullah Abd Alali Al Humaidan, Secretary-General of Zayed Higher Organization for People of Determination, said that the Organization is offering nine main digital services through Abu Dhabi's unified government services system "Tamm". This initiative is aimed at complementing the efforts of the Abu Dhabi Government to advance digital transformation in the Emirate, enabling all residents to benefit from the digital revolution, achieving a qualitative shift in the provision of government services, and advancing towards the digital future. Zayed Higher Organization for People of Determination launched a number of digital programmes, plans, and initiatives that are in line with the Emirate’s strategy for people of determination and the directions of our wise leadership. Zayed Higher Organization for People of Determination collaborates with the ADDA to harness modern technologies with the goal of ensuring easy and secure access to services for customers, especially people of determination and their families, in light of current global conditions and preserving their safety.

Hamad Nakhirat Al Ameri, Director General of the DZFC , commended the work of the Abu Dhabi Government to launch new customer-focused digital government services. Al Ameri stressed that Abu Dhabi’s unified government services system “Tamm” is an example of the efforts made by the Abu Dhabi Government to advance digital transformation in the Emirate, in line with the Government Accelerators Programme - Ghadan 21. He explained that the provision of the services of the DZFC (hosting request, family counseling) through "Tamm" reflects the ambitious vision of our wise leadership, which aims to employ digital solutions to serve the community and improve government services.

The General Director of Zayed House for Islamic Culture (ZHIC) Dr. Nedal al Tinaiji put emphasis on the significance of digital transformation and providing of digital services to clients in conjunction with the Abu Dhabi Government strategic digital transformation. In order to contribute to providing excellent public service that would yield benefits in various realms, by embodying the directives of the wise leadership to improve public service system through a number of e-platforms that enable community members to conduct transactions via digital channels. Moreover, Dr. al Tinaiji said,“at ZHIC, we are in the process of developing digital services to meet our clients’ aspirations with regard to obtaining educational and cultural services through Abu Dhabi Unified Government Services System(TAMM)”. With the aim of introducing the essence of the Islamic culture, teaching Arabic to speakers of other languages and teaching Qur’an to interested persons. While continuing to endeavor to digitize ZHIC remaining services to keep apace with digital future as per the government aspirations.

Rashed Atiq Al-Hamli, Director General of the SCMAF, affirmed that digital services are the future. “Tamm” is an initiative that contributes to accelerating the development of government services in Abu Dhabi in line with the directions of our wise leadership, by enabling customers to access various services on a single platform. “Tamm” is the result of the work of the DCD and the ADDA, which developed the services of the social sector and transformed them into digital ones through coordination between relevant entities. This transformation will enable Abu Dhabi’s community to access social support easily and in record time using modern technologies. Al-Hamli confirmed that the SCMAF will invest in developing its services in line with this vision, with the unlimited support of the Board of Directors and the Chairman of the Board.

Abdulla Al Ameri, Acting Director-General of Abu Dhabi Social Support Authority, said: “We are pleased that the Authority is part of this achievement and one of the government entities that play an important role in the social sector, contributing to the advancement of the digital services for this sector and providing them on TAMM platform. Through its participation, the Abu Dhabi Social Support Authority seeks to promote happiness among its customers and enrich their experiences by elevating services through more digital links with the relevant partners of the service.” His added that the Authority is working on re-engineering the procedures, shortening the Abu Dhabi Social Programme customer journey and reducing the time needed to obtain services. Al Ameri also pointed out that the Authority applies standards comparison and benchmarking to improve the quality and efficiency of services provided in coordination with entities working in this field.

For his part, Mohammed AbdelHameed AlAskar, Acting Director-General of the ADDA, praised the cooperation between the DCD and the ADDA, which complements the efforts of the Abu Dhabi Government to employ information technologies with the goal of serving the community and ensuring the happiness and well-being of its members. Al-Askar stressed that this achievement offers customers in Abu Dhabi easy and smooth access to digital services, in line with Abu Dhabi’s vision for digital transformation. This cooperation advances digital transformation in the Emirate, by enabling various government entities in Abu Dhabi to rely on the integrated "Tamm" system, which is equipped with the latest technologies and digital solutions. ”Tamm” provides various groups of the Emirate's community with high-quality and efficient government services through an integrated and secure digital platform.
