UAE Leads in Deploying ADAA Across Ministries and Federal Departments

Dubai-UAE - Taking forward the vision of His Highness Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, today has officially launched 'ADAA', the first government-wide online performance management system in the Arab world.

The automated web-based performance management system will be implemented in the Arabic language across UAE ministries and federal authorities, marking a new era in the country's government sector.

To be administered in three phases by the Ministry of Cabinet Affairs through the Prime Minister's Office (PMO), the new system will serve as a key communication tool between the PMO and the federal government entities on all topics related to the implementation of the UAE Government Strategy. ADAA primarily aims to centrally collect, collate, analyze and disseminate performance information by building performance scorecards and reports for entities and the PMO to observe the indicator outcomes and trends of KPIs of various objectives and initiatives at different entities.

His Excellency Mohammad AlGergawi, Minister of Cabinet Affairs, said: "ADAA has been developed on the directives of His Highness Sheikh Mohammed bin Rashid who is personally and closely monitoring the implementation and progress of the UAE Government Strategy on ground. 

"Adopting systems such as ADAA reflects the commitment of the federal government to raise efficiency and professionalism not only through endorsing international standards but also through introducing new criteria to evaluate and advance government performance. The system will ensure the effective implementation of global best practices, including those from the private sector, on the federal government level."

Through timely gathering and analysis of performance data by the ADAA system, the Ministry of Cabinet Affairs, through the Prime Minister's Office, will prepare updated reports that will be presented to His Highness Sheikh Mohammed on a quarterly basis.

AlGergawi added: "ADAA will help ministers and senior executives across the federal government to monitor the progress of plans and initiatives developed in line with the UAE Government Strategy. Through providing articulate and precise updates, it will enable senior government officials to take necessary steps to remain focused and bring about change, ultimately leading to improving the performance of the respective entities."

Phase one of the ADAA system has been launched following three months of intensive preparation. The system will coordinate and monitor the performance of UAE ministries and federal authorities through more than 3,000 strategic and operational Key Performance Indicators (KPIs) that are updated on a quarterly basis and constitute the framework of the UAE Government Strategy.

In phase two, ADAA will be deployed at the department, division, and individual levels at a number of selected ministries, wherein KPIs will be cascaded down to ensure measurement of individual employees performance at these entities. The third phase will involve full deployment of the system at all ministries and federal authorities to offer a full-fledged multi-leveled Business Intelligence (BI) Solution to the UAE Government.

AlGergawi said: "His Highness Sheikh Mohammed has frequently stressed upon the central role of the UAE nationals in all government work, urging that all initiatives and systems must be centered around meeting specific requirements of customers. ADAA will help realize these key principles with its focus on the quality of government services as well as on employees and customers satisfaction. It also comprises several elements that will ensure the professional development of national cadres and the enhancement of work environment and processes across the UAE federal government sector."       

ADAA will enable federal government entities to monitor their own programmes and action plans based on public policies, while ensuring their implementation is in accordance with specified standards and a clear timeframe in line with the UAE federal government strategy. ADAA will also have an educative role through its electronic library, which will provide benchmarking studies, research, articles and electronic forums to develop the professional knowledge and expertise in the field of performance management.
