Strategic Planning and Government Entity Performance Management Guide Issued
· The Abu Dhabi Plan includes 25 objectives and 83 programs
· Government entities have started setting their strategic plans according to the Strategic Planning and Government Entity Performance Management Guide
· Ahmed Al Mazrouei: the Plan unifies all aspects of government work according to work mechanisms and methodologies linked to KPIs that guarantee the pursuit of the set objectives and programs
· The strategic planning guide links the plans of government entities to the Abu Dhabi Plan along the same line
Abu Dhabi: HH Sheikh Hazza bin Zayed Al Nahyan, National Security Advisor and Vice Chairman of the Abu Dhabi Executive Council, examined the updated version of the Abu Dhabi Plan containing 25 objectives and 83 government programs.
HH confirmed the need to align the strategic plans of government entities with the Abu Dhabi Plan in preparation for its official launch according to the standards and guidelines set in the Strategic Planning and Government Entity Performance Management Guide for the Abu Dhabi Government, which has been circulated throughout all the entities.
The Abu Dhabi Plan aims to achieve the emirate's vision which is to continue to create a confident, secure society and to build a sustainable, open and globally competitive economy, through long term government objectives, which are achievable through specific programs and will be regularly measured through key indicators that monitor the set objectives and programs in all government activities and fields.
In this context, Dr Ahmed Mubarak Al Mazrouei, Secretary General of the Abu Dhabi Executive Council, stated, "This comprehensive Plan reflects informed and correct planning from the part of the Abu Dhabi Government and unifies all aspects of government work according to work mechanisms and methodologies linked to KPIs that guarantee the pursuit of the set objectives and programs as well as their optimal execution during the next five years." He added that, "what distinguishes the Abu Dhabi Plan is the active participation of government entities in reaching the Plan's current outputs. These outputs help deal with the various challenges these entities face and improve the performance of the relevant sectors."
The Secretary General of the Abu Dhabi Executive Council noted the continuous guidance provided by HH Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE, and HH Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, Deputy Supreme Commander of the UAE Armed Forces, Chairman of the Abu Dhabi Executive Council. He also noted the continuous follow-up of HH Sheikh Hazza bin Zayed Al Nahyan, National Security Advisor and Vice Chairman of the Abu Dhabi Executive Council, confirming the need to work according to well informed plans that guarantee excellence in government performance in the emirate of Abu Dhabi and support growth and prosperity in the UAE.
Dr Al Mazrouei praised the combined effort in conducting the workshops that collectively reviewed the Abu Dhabi Plan's draft in each government sector and commended the outputs, recommendations and proposals of these workshops saying they will help develop the work and performance of entities in a way that guarantees harmony between work plans and mechanisms in all government entities concerned with executing the Abu Dhabi Plan.
His Excellency also stated, "From the start of our work on the Abu Dhabi Plan in March 2013, work teams at the General Secretariat of the Executive Council and government entities have been working on a daily basis to complete all preparation phases. The phase of adopting the objectives and programs was an important one in completing the Plan and was the culmination of all government efforts made during the past two years. These efforts have drawn a comprehensive and integral picture of how to develop the performance of all government activities and sectors."
He then mentioned that the objectives and programs contained in the plan were added under the sectors of social and economic development, security, justice, safety, infrastructure, environment, and government affairs. They will be executed through projects determined in the strategic plans of government entities.
Issuance of the Strategic Planning Guide
On another note, the General Secretariat of the Executive Council issued the Strategic Planning and Government Entity Performance Management Guide for the Abu Dhabi Plan, which clarifies the frameworks and standards set for the development of strategic plans at government entities for the next five years. The Guide also draws a unified image of government entity plans within the Abu Dhabi Plan.
Various models to develop each entity's strategy were identified by 127 representatives from strategic planning and performance management departments in 55 entities within the Abu Dhabi Government. Comments provided by the entities were also discussed during the drafting of the Guide, which allows them to set strategic plans according to identified needs and continuously improve and develop these plans so as to unify efforts and accomplish future projects with the highest level of comprehensiveness.
The Guide clarifies the system of strategic planning and performance management in the Abu Dhabi Government and sets the standards and principles of strategic planning and performance management at government entities. The Guide then identifies the roles and responsibilities of various partners in this system, and sets the notions and definitions used in strategic planning. Government entities are expected to develop and update their strategic plans in harmony with the Abu Dhabi Plan according to the standards and models provided in the Guide. These plans must include projects that help achieve the objectives and programs of the Abu Dhabi Plan.
