Your Highness Sheikh Abdullah Bin Khalifa Al-Thani, The Prime Minister
Your Excellencies the Sheikhs and Ministers
Distinguished Guests and Delegates
It is a privilege for me to express on your behalf our utmost gratitude and thanks to the sponsor of this forum His Highness Sheikh Hamad Bin Khalifa Al-Thani, The Emir of Qatar, and I would like also to extend our appreciation to His Highness, Sheikh Abdullah bin Khalifa Al-Thani, the Prime Minister, for inaugurating this forum and delivering the opening speech on behalf of His Highness The Emir.
It certainly demonstrates the high importance and interest His Highness the Emir envisages for the major role of the oil and gas sector in the world economy, and the impact of the technological advancement on this industry, on the one hand, and on man and society, thereby, towards achieving the economic prosperity for both the producing and consuming countries.
Ladies and Gentlemen,
I would like to review in my speech our country's experience in developing its petroleum industries, and its utilization of the latest available technological modules in the oil and gas sector.
In spite of its relatively modest crude reserves, compared to other Gulf countries, Qatar has continued to develop its fields using state of art technology to increase its oil production and maintain its flow, at the same level, while proceeding on increasing the recoverable reserves in its DEPSA fields with international companies.
Qatar Petroleum and its partners, have been keen on utilizing the latest technology to achieve that. For instance, QP has used technology of long extended horizontal and multi direction wells drilling in a single of multiple oil reservoir; thus decreasing the number of offshore platforms and their production facilities so that to reduce total costs of development and production projects, mainly in the offshore fields. Qatar Petroleum and its partners have also used the latest systems and computer software in examining and modeling precisely the sophisticated oil reservoirs to reach optimal method to develop these fields. This was preceded by setting and organizing electronic data base to be utilized by Qatar Petroleum and its partners in all processes of oil industry, from exploration to development and production/ in all upstream and downstream processes.
As a result, the general production policy for all producing fields has been reviewed and oil depletion rate has been identified scientifically based on size, production and behavior of the field to achieve stability in the production level as long as possible without leading to oil reserve depletion.
Turning to the gas industry, Qatar, blessed by God with huge gas reserves, wise political leadership, economic and social stability and unique geographical location, has indeed achieved global precedence in this industry demonstrated by the huge capital investments in this field which exceed US$ 60 billion.
Qatar has resorted to utilize the major technological development in LNG industry and its transport, by entering into agreements with major international companies specialized in this technology to set mega production projects that surpass similar global projects. As a result, by 2012 the Qatari gas will be delivered to all major markets in the U.S, Europe and Asia, with an approximate capacity of 77 million metric tons, making Qatar's share in the world LNG trade reach 30%, and become the first producer in the world.
The GTL projects are QP most ambitious projects, being the leading and most recent industry with sophisticated technology to produce clean petroleum products ready for export, which technical and environmental specifications are compatible with those produced by oil refineries. The first commission of the Oryx project, indicated to in His Highness' speech, will mark the actual launch of this industry on site in Qatar.
The North Field has also provided additional drive to establish wider base for exported petrochemicals depending on methane and ethane making use of value added from these industries, in cooperation with major international companies specialized in the field, utilizing highest technological methods and unique technical level eliminating pollution.
Ladies and Gentlemen, Distinguished Guests
This conference presents an opportunity for us all to meet and discuss major issues related to the technology of the most vital industries for humankind to achieve prosperity and progress for our societies.
I would like to avail this opportunity to thank the IPTC Executive Committee, comprised of key high managers and experts in the oil industries in the Gulf and the international companies, to the other organizing committees, and to SPE, AAPG, SEG, EAGE, in addition to all scientists and experts specialized in the industries, and to all supporting parties and delegates to this conference.
