Employees from federal organizations can now participate in the Kirckpatrick Four Level Evaluation Certification Program

Learnactive, a Human Resource and Organizational Development consultancy that promotes the ability to have practical results, was selected as a preferred training provider by the Federal Authority for Human Resources (FAHR), at a ceremony held on 3 October at the Grand Hyatt Dubai, to provide the Kirckpatrick Four Level Evaluation Certification Program to federal employees.

HE Humaid Mohamed Al Qutami, Minister of Education and Chairman of the Federal Authority for Government Human Resources, launched the government portal of "Maaref" at the ceremony, which is one of strategic initiatives of FAHR, the first of its kind at the level of federal government, where a list of the best providers of training services in the UAE are made available to the ministries and federal authorities to take advantage of training programs, discounts and special prices.

During HE Al Qutami's opening speech he stressed that FAHR's adoption of this project came out of its eagerness to strengthen the capacity of the staff of the federal government and empower citizens to take on the roles and positions of leadership and to create a culture based on excellent performance, high productivity and to support the development of human capital, in order to achieve the human resources strategy in the federal government and the UAE Vision 2020.

HE Al Qutami further added that this initiative is the first of its kind at the level of the federal government in partnership with the private sector, which offers programs that qualify federal government employees and develop practical experiences.

Learnactive is the official partner of Kirkpatrick Partners in the Middle East. The Kirckpatrick Model comprises of the foremost evaluation methodology in the world. The certification provides the foundation to objectively determine where to allocate training resources to ensure the best business impact and how to create an affective program evaluation plan maximizing business results and minimizing resources employed. Furthermore, the program also defines the critical difference between effective training and training effectiveness and how to evaluate programs using appropriate Kirkpatrick tools.

Human resources and training employees in all federal organizations will now be able to participate in the specially recognized program. "We received 69 applications from companies and training institutions in the country to participate in the initiative, and after evaluating all the requests by the special committee, 30 companies were selected as they met the terms and conditions as published by the Commission through its website. It is expected that this initiative will benefit approximately 83 thousand employees working in the federal government," added Mrs. Amna Al Suwaidi, Director of human resources planning, FAHR.

The Authority is currently working on building strategic alliances with the best providers of training solutions in order to meet the training needs of federal organizations and provide training and development solutions which contribute to building the caliber of federal employees and achieving governmental objectives.
