Ministry Allegedly Violated CSC Regulations'

KUWAIT CITY, May 9:

Hawally Immigration Department Director Brigadier Talal Ma'rifi has instructed the heads of various sections in his department to exempt expatriates, whose residential permit transactions got delayed due to the information system glitch on Sunday, from paying the corresponding fines, reports Al-Qabas daily.

In a recent press statement, Ma'rifi said the section heads should put the department's stamp on the documents of these expatriates so they will not pay the fines.

Earlier, it was reported the information systems in the Immigration and Traffic departments, the Citizen Service centers in different governorates, as well as the land, air and sea ports also malfunctioned that day. 
Meanwhile, the Ministry of Social Affairs and Labor allegedly violated the regulations of the Civil Service Commission (CSC) in 2011 when it appointed some employees just because they are related to certain officials or recommended by influential people, reports Al-Dar daily quoting sources.  

Sources revealed the CSC has given the Administrative Affairs Department at the ministry the guidelines for the appointment of workers but only 10 of those hired in 2011 went through the legal procedures.  Sources said most of the workers appointed through the recommendations of influential people or due to their affinity to some officials are women and expatriates who do not hold high educational certificates or diplomas.

Sources added some Iranian workers at the ministry do not even know how to read or write, yet they receive a monthly salary of KD 350. Sources claimed these Iranians were appointed through the intervention of prominent personalities in the country.
